POSITION SUMMARY:
- Manage specific planning functions within the District, to include planning, forecasting, and monitoring projects for both short-range and long-range capital programs.
- Successfully coordinate with governmental agencies, identify facility needs using student demographic studies, and work to secure sites while promoting the District's interests.

- Manifest a professional code of ethics and values at all times
- Support activities designed to achieve priority goals identified through the District's strategic plan
- Implement the Interlocal Agreement for planning between Marion County Public Schools (MCPS) and local governments in Marion County
- Maintain knowledge of State of Florida Statutes and administrative rules, as well as local government land development regulations and procedures
- Maintain knowledge of forecasting, planning, budgeting, facilities planning, and real estate procurement
- Review applications to local governments for land use rezoning, subdivision, and other appropriate development proposals to determine school capacity and other school-related issues
- Maintain knowledge of Geographic Information System (GIS) including geo-coding, mapping, and data manipulation
- Assist with planning activities with local/state/federal governments and private entities to make the most cost-effective use of District resources
- Support the development and administration of capital programs so that capital spending produces the highest value for the District
- Advance and maintain the District's relationships with federal and state agencies and other regional and local governments to further the good of the District
- Prepare, submit, and promote appropriation requests for state and federal funds and monitor their progress throughout the appropriations process
- Implement, manage, and update the District's Florida Inventory of School Houses (FISH) Program and coordinate the sharing of data with the State Department of Education and local governments
- Conduct analytical studies, prepare reports, and advise District personnel on feasibility, cost-effectiveness, and regulatory conformance of proposals for capital projects or ongoing programs
- Identify facility needs using demographic studies, evaluation of historical data, and curriculum plans with input and involvement of appropriate personnel
- Coordinate, develop, manage, and oversee submission of the 5-Year Plant Survey and amendments
- Collaborate with internal departments and external partners to identify opportunities, mitigate risks, and implement best practices in real estate management
- Oversee property acquisitions, dispositions, leases, and negotiations, ensuring compliance with relevant laws and regulations
- Attend meetings outside normal work hours, assist in short and long-range student growth projections, and stay updated on new developments
- Keep administration informed of current critical issues and incidents within the department
- Plan and develop a system of feedback and evaluation regarding the effectiveness of planning activities
- Follow all District policies and procedures
- Perform other duties as assigned
POSITION QUALIFICATIONS:
Education
- Bachelor's degree from an accredited college/university in Urban or Regional Planning, Public Administration, Architecture, Engineering, or related field
Experience
- Two (2) years of experience in professional planning or related field and governmental and community relations experience
Computer Skills
- Basic understanding and knowledge of use of current technology, as required for the position
- Experience in data entry and Microsoft Suite
Certificates and/or License(s)
- American Institute of Certified Planners (AICP) certification and/or Geographic Information System (GIS) certification preferred
- Must possess a valid Florida driver's license, (required for travel) and be qualified to drive a District vehicle
