A challenging opportunity is available for a self-motivated, hard-working team player, to fill the position of Operations & Management Consultant II at District III located in beautiful Wekiwa Springs State Park. District III encompasses State Parks throughout the central Florida region from St. Augustine to Fellsmere, and from Ormond Beach to Ocala.
The district is comprised of 29 State Parks with over 300 full time employees and OPS Staff. This position reports and is accountable to the District Bureau Chief. The District Staff reporting to this position are Operations Management Consultant I, Park Program Development Specialist, and Building Construction Specialist.
Duties And Responsibilities:
Responsible for the overall management of the district office involving administrative and personnel matters of positions supervised. Supervises positions that support the following program areas. Education and training; citizen support organization; volunteer coordination; grants; maintenance, repair and construction; budgets and financials; purchasing; media outreach; internal and external reporting; property, facility and equipment management systems; information technology; park project management tracking systems; compliance reviews; park safety inspections; park residence and facility inspections.
Directly responsible for all aspects of the following program areas. Contracts and agreements; media, websites and outreach; safety, protection, emergency action planning, assessment and coordination; district information technology, network connections, Apopka server maintenance, phone systems and software management; routine and special reports; policy, program and procedure implementation; records retention; public records requests; centralized reservation system coordination; park and district budget monitoring and management; FCO project tracking; internal and external customer service and support; wastewater and drinking water permit compliance for parks; internal and external audit criticisms and responses; ADA Access and Inclusion coordination.
Monitors and directs district financial management program to include budget tracking and reconciliation, allocation, purchasing and PPMTS park project monitoring. Oversee internal compliance reviews and internal and external audit criticisms and responses. Coordinates planning, review and implementation of programs with other offices, bureaus, permitting organizations and the public sector as required. Plans and coordinates the district protection program to include park safety inspections and maintaining all established standards, including written policies and required safety equipment. Assesses general protection needs and coordinates efforts with local, regional and state organizations as needed. Ensure compliance with Park Protection Plans. Represents the Bureau and Division at various meetings, seminars, workshops and conferences to obtain and furnish information. Supports the decisions and mission of the agency. Performs other related duties as required.
Required Knowledge, Skills, and Abilities:
Knowledge of : basic management principles and practices; the methods of data collection and analysis; ADA requirements and reasonable accommodation practices; OSHA regulations and operational safety requirements and rules.
Skill in: utilizing computer equipment and various software.
Ability to: supervise people; manage a consultative program designed to assure the resolution of managerial and operational problems; determine work priorities, assign work and insure proper completion of work assignments; communicate effectively verbally and in writing; establish and maintain effective working relationships with others; assess budgetary needs; formulate policies and procedures; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; organize data into logical format for presentation in reports, documents and other written materials; collect, evaluate and analyze data to develop alternative recommendations; solve problems, document work and other activities relating to the improvement of operational and management practices; conduct fact finding research; work independently; solve problems and make decisions; calmly and effectively coordinate emergency/crisis situations; maintain a valid driver’s license

Base salary: $3,755.01 monthly/ $45,060.11 annually
