IFST Case Manager Supervisor

General Purpose of Job
Manage the daily operations of the Intensive Family Services Dependency Case Management (IFST) staff, which serve children and families through early engagement intensive case management, while partnering with the Department of Children and Families protective investigators. The professional will ensure the IFST team focuses on improving the social and behavioral functioning of the family to maximize protective capacity of the parents and overall well-being of the children. The purpose is to support and supervise assessment, coordination, and delivery of identified services and treatment. Additionally, they will be required to review family assessments and ongoing documentation as well as participate in staffings to ensure parental progress and to maintain child safety and well-being.

Essential Duties and Responsibilities
- Assign cases and related duties to staff and oversee service delivery.
- Evaluate, coordinate, and ensure necessary services and/or treatment are provided to achieve safety, permanency, and well-being of all assigned children and their families. Ensure assessments are completed timely; referrals are completed timely and assists case managers to ensure families access services timely.
- Foster relationships between family members, partners, community members, and the education system. Identify and understand what resources are available and build and maintain effective working relationships within a network of systems. Ability to network with, educate and involve community stakeholders.
- Review assessments and case plans with case managers, and provide consultation/directions to assure appropriateness, clarity, quality, and thoroughness
- Review and ensure that staff completes all documentation and reports in a professional and timely manner.
- Review and monitor case files for both internal and external quality assurance standards
- Supervise staff including regular individual and group staff meetings and case consultation
- Provide support to case managers dealing with crisis management; provide on-going assistance in coordinating services for clients
- Provide guidance to case managers by coaching, motivating, training, and providing other staff development activities, and develop training and staff development plans with each staff member
- Assist with the identification of staff training needs; provide and/or arrange training for new and existing staff on a regular basis
- Ensure service delivery complies with contractual requirements
- Prepare and conduct staff performance evaluations, including progressive discipline when appropriate
- Maintain and generate necessary reports and paperwork in a timely manner
- Provide direct casework in the absence of service staff
- Participate in the quality improvement process
- Participate in staffing’s and meetings with other supervisors, administrators, and outside agencies
- Collect, analyze, and report data in area of supervision
- Treat all clients, co-workers and colleagues with courtesy, respect, and dignity
- Adhere to safety standards in the workplace
- Advise supervisor of significant events and pertinent issues
- Conduct oneself in a professional manner at all times
- Must be available to staff, families, and management after hours and weekends in the event of a crises or an emergency
- Other duties may be assigned as special projects may be requested
Working Hours
Children’s Network of Hillsborough’s standard business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. This position is an in-office based position with fieldwork requirements, that averages 40 hours per week. Work hours may vary outside of these standard hours, including evenings and weekends, as needed to meet operational demands. All hours worked will be compensated in accordance with the Fair Labor Standards Act (FLSA) and agency policies, including applicable overtime and other compensation requirements.
Travel
Travel within and outside of Hillsborough County is required. The employee must be able to drive and have reliable transportation to perform the essential functions of the position.
Training
All employees are required to complete fifteen (15) hours of training annually, which may be completed online or in a classroom setting. Employees who hold a credential or license relevant to their position must ensure that all training and continuing education requirements are met to maintain their credential or licensure.
Supervisory Responsibilities
This position is responsible for providing direct supervision of the Child Welfare Case Management staff.
Education and Experience
- Bachelor’s degree from an accredited college or university in Human Services or another related field; and
- A minimum of two (2) years of child welfare related experience
- Current Child Welfare Certification or eligibility upon hire
- Prior supervisory experience preferred

- Child Welfare Certification is required for this position
- Valid driver’s license required, with proof of insurance, and a clean driver record
- Criminal background screening (fingerprinting) (Local Law Enforcement and FBI/FDLE)
- Drug Screening upon hire
- Children’s Network participates in E-Verify
Other Requirements
Language Skills
Must possess excellent verbal and written communication skills to effectively interact with diverse populations, including children, families, staff, and community partners. Ability to read, analyze, and interpret policies, procedures, and professional reports is essential. Must be able to write clear, concise, and accurate documentation and correspondence.
Mathematical Skills
Must possess basic mathematical skills to perform essential job functions, including the ability to add, subtract, multiply, and divide in all units of measure. Ability to apply concepts such as fractions, percentages, and basic statistics may be required for analyzing data, monitoring performance metrics, and managing resources. Accuracy and attention to detail are essential when handling documentation, budgets, and case-related data.
Reasoning Ability
Must demonstrate strong critical thinking and problem-solving skills to assess complex situations, make sound decisions under pressure, and guide staff through crisis intervention and case planning. Ability to interpret and apply policies, procedures, and regulations effectively. Must be able to identify potential risks, evaluate options, and implement appropriate solutions in a timely and ethical manner. Flexibility, sound judgment, and the ability to adapt to changing circumstances are essential.
Physical Demands
The physical demands of this position are generally moderate. The role may require extended periods of sitting, standing, and using a computer. Occasional lifting of office supplies, files, or materials up to 25 pounds may be required. Work Environment
This is an in-office-based position focused on administrative work, where the noise level may be moderate. This role may involve occasional travel among agency locations, extended periods of computer work, and frequent interactions across multiple departments.
