JOB SUMMARY This is a full-time position that involves basic appraisal duties in the preparation and certification of a county-wide personal property tax roll. This position requires intermediate knowledge of Excel. The work performed is subject to close supervision and is reviewed through conferences and performance evaluations.
ESSENTIAL FUNCTIONS ( An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the tasks which the employees may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.)
- Work independently in the field, following prescribed policies and procedures for door-to-door canvassing of businesses, inspection of properties, and on-site auditing of tangible tax returns and related records.
- Analyze tangible tax returns, depreciation schedules, lease documents, and other business records to aid in the determination of assessments. Assess all properties in assigned area of responsibility.
- Assist in defending values at Value Adjustment Board hearings with assistance from a Senior TPP Appraiser or TPP Appraiser II.
- Consult with taxpayers, certified public accountants, tax consultants, attorneys, and other representatives on matters concerning personal property appraisal. Act professionally and courteously when dealing with the public, staff of other governmental agencies, and co-workers.
- Operate modern standard office equipment, including PC tablets, and computer systems that relate to the designated area of responsibility. Perform calculations and analyze data using MS-Excel.
- Make calculations and perform data entry tasks accurately and with reasonable speed.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES (The qualifications listed below are intended to represent the minimum skills and experience levels associated with performing the duties and responsibilities contained in this . The qualifications should not be viewed as expressing absolute employment or promotional standards, but as general guidelines that should be considered along with other job related criteria).
- Knowledge of mathematics, business English, and effective verbal and written communication skills.
- At minimum, basic knowledge of MS-Excel and MS-Word.
- Ability to walk great distances in all South Florida climates, to lift in excess of 40 lbs., and to effectively use writing instruments, cameras and other office materials for field-work.
- Ability to understand and follow oral and written instructions.
- Ability to work independently, utilize problem-solving techniques, plan, organize and coordinate work assignments and meet deadlines in a timely manner.
- Ability to interpret, understand, and apply applicable rules, regulations, statutes, policies, and procedures.
- Ability to operate and knowledge of modern standard office equipment, including PC tablets.
- Ability to utilize the appraisal systems necessary for the performance of job duties.
EDUCATION AND EXPERIENCE
- Graduation from high school or recognized equivalent.
- Knowledge of bookkeeping, accounting, real estate, or construction is preferred.
- Must possess a valid Florida driver's license, automobile that is fully functional and available at all times, vehicle insurance and good driving record and maintain all while employed in this position.
PHYSICAL REQUIREMENTS ( This job requires the ability to perform the essential functions contained in this . These include, but are not limited to, the following requirements):
- May be required to walk uneven terrain while canvassing businesses.
- May be required to climb stairs in order to conduct appraisals of property structures.
- Bending, stooping and kneeling to make measurements and appraisals.
- Ability to travel throughout the County.
- Ability to lift and carry paperwork and measuring devices weighing up to 20 lbs.
- Ability to file and retrieve documents from department files.
- Work for sustained periods maintaining concentrated attention to detail.
WORKING CONDITIONS
- Work is regularly performed in an environmentally controlled office setting; however, some work is regularly performed for sustained periods outdoors and occasionally in hot, cold, or inclement weather.
- Travel to various properties throughout the County in order to canvass businesses.
- Ability to walk long distances in all types of varying South Florida weather conditions when canvassing property. This may involve exposure to hazards at building sites if reasonable caution is not exercised.
