Responsibilities:

FPSO Turritella – Marine Cargo Supervisor

2nd Mate or Higher (Non-Union)


SUMMARY:

Oversees cargo transfer, storage, ballast management, and mooring operations. Also performs vessel cargo and navigational watch duties, and ensures safety, stability, and regulatory compliance.

Essential Functions:

  • Complying with Flag State, USCG, and Class regulatory requirements.
  • Assuming the role and responsibilities of a Ballast Control Operator when the vessel is connected to its mooring buoy.
  • Assuming the role and responsibilities of a Watchkeeping Officer when the vessel is disconnected from its mooring buoy.
  • Exhibiting a high standard of safety behavior.
  • Ensuring that all aspects of Cargo, Cargo Utility, & Process operations and maintenance are carried out safely and effectively.
  • Carrying out cargo loading and offloading and maintenance of cargo systems and utilities.
  • Be responsible for overseeing Mooring operations & support cargo pumping operations with the Shuttle Tanker when required.
  • Supervising immediate subordinates where assigned to deliver Operational Excellence and compliance with the Local Management System (LMS)
  • Ensuring that all aspects of marine and cargo operations are carried out effectively.
  • Assuming delegated authority for marine activities such as cargo loading, storage and offloading, and cargo utilities and maintenance.

Duties/Responsibilities:

  • Performing vessel cargo and navigation watch duties.
  • Ensuring that all charts and navigational publications needed are onboard and maintained and correcting nautical charts and publications as specified by notice to mariners.
  • Ensuring that bridge electronics, navigational and alarm systems, and lights are in good working order and all required flags are aboard and in good condition.
  • Monitoring, interpreting, and applying meteorological information, such as wind speed and direction, swell height and period, tides, currents, and weather forecasts, and identifying and reporting issues early to ensure adjustments to the passage can be made accordingly.
  • Undertaking the safe navigation of the ship using radar, ECDIS, and all other bridge equipment and available means and monitoring the ship’s position, speed, direction, and stability, as well as the latest weather reports, making any necessary adjustments, and reporting any deficiencies to the Marine Master.
  • Reporting all accidents, near-miss incidents, and work-related ill health conditions to the OIM, Marine Master, and HSE Lead.
  • Actively promoting safe work within teams and encouraging safe behaviors.
  • Undertaking safety 'walk rounds' within own area to identify areas of improvement.
  • Understanding the emergency duties of self and those within own area.
  • Monitoring ship stability and making any necessary adjustments, reporting any deficiencies to the Marine Supervisor and Marine Master.
  • Preparing to start, starting up, monitoring, maintaining, and shutting down operations.
  • Operating under PTW and Isolation Certificates and conducting toolbox talks.
  • Assisting with enclosed space entry, inspection, and maintenance activities.
  • Testing isolations for integrity according to company procedures.
  • Performing maintenance activities within limit of responsibility and training.
  • Attending shift crossover meetings to receive instructions for daily work routine by the Marine Master and/or Operations Supervisor.
  • Assisting with planning and conduct all offloading, cargo transfer and storage, ballast, crude washing, and tank cleaning/gas freeing operations, being fully familiar with the OCIMF publications “International Safety Guide for Oil Tankers and Terminals (ISGOTT)” and “Cargo Guidelines for F(P)SOs”
  • Assisting the mooring team and supervising the tanker mooring operations, assisting with tug and towing gear inspections, tanker moorings and export hose tackle, and all items contained in the pre-offloading checklists.
  • Assisting with all supply boat operations associated with the FPSO terminal.
  • Assisting with the preparation of reports as directed, including but not limited to maintaining the UTL/Deck Log Book and ensuring that proper records are kept particularly during lifting, cargo, ballast, crude washing, inerting tanks, gas freeing, and tanks entry operations, as well as recording all activities associated with the Cargo Department, including all marine craft visiting the terminal and the sea and weather observations.
  • Ensuring timely and effective contributions to reporting and investigation of all incidents as required.
  • Ensuring that unplanned discharges are identified, halted where possible, and reported according to policy, procedure, and regulation.
  • Dealing with equipment, waste, and other materials for disposal according to the correct procedure.
  • Handling deliveries as HSSE barrier holder as per STONES HSE case.
  • Carrying out any lawful command and delegated duty as issued by the Master.

    • Must hold a valid USCG MMC with a minimum of a 2nd Officer or higher
    • Radar Observer (Unlimited)
    • Tankerman PIC – Limited to Dangerous Liquid (DL) Cargoes
  • STCW:
    • Officer in charge of a navigational watch (OICNW) (II/1)
    • Advanced Oil Tanker Cargo Operation (V/1-1-2)
    • GMDSS Operator (IV/2)
    • Basic Safety Training (VI/1)
    • Personal Survival Craft (VI/2-1) – No Restrictions
    • Advanced Fire Fighting (VI/3
    • Medical First-Aid Provider (VI/4)
    • Vessel Personnel w/ Designated Security Duties & Security Awareness (VI/6)
  • Valid USCG 719k Med Cert (STCW)
  • Valid TWIC Card
  • Valid Driver License

Preferred:

  • Passport
  • IADC Rig Pass / SafeGulf equivalent
  • T-HUET (or better)
  • ECDIS Type Specific – Furuno
  • Proficiency in Fast Rescue Boats (VI/2-2)

Education:

High School Diploma or equivalent [G.E.D.]

Experience:

  • Minimum of 2 years sea time in rank as a 2nd Officer or Higher on Oil Tanker or FPSO
  • Previous Tanker Vessel experience
  • Good experience in risk assessment, permit to work, and instrument/mechanical isolation standards.

Duration/Travel/Timeline Details: 10% Travel – To and from the vessel along with shoreside training


Physical Requirements/Working Conditions/Work Environment: Works both inside and outside in conditions of both high and low temperatures. May be exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially dangerous equipment. Must be able to crouch and stoop to get into areas with restricted headroom and be able to climb ladders. Meet the USCG 719K physical standard.
