PURPOSE OF CLASSIFICATIONThe purpose of this classification is to lead, coordinate, and advance Florida Keys Aqueduct Authority’s (FKAA) Geographic Information System (GIS) program, ensuring its ongoing development, integration, and reliability across the organization. The position serves as FKAA’s primary GIS subject-matter expert and program lead, guiding staff, contractors, and cross-departmental stakeholders to leverage GIS technology for strategic goals.. This position currently reports to the Manager of Information Technology.ESSENTIAL FUNCTIONSThe following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.Strategic GIS Leadership· Provide vision, direction, and leadership for FKAA’s enterprise GIS program.· Lead and oversee the development, implementation, and maintenance of FKAA’s enterprise GIS program, aligning with organizational goals and industry best practices.· Serve as the principal liaison between Engineering, IT, Operations, and external agencies for GIS initiatives.· Develop policies, standards, and procedures for GIS data governance, quality assurance, and system security.System Administration & Integration· Administers and maintains the Aqueduct’s ArcGIS Enterprise, ArcGIS Online, and SQL-based GIS databases.· Oversee integrations with mission-critical applications such as Cogsdale, Cityworks/Trimble Unity Maintain, Invoice Cloud, Laserfiche, and mobile workforce systems.· Direct configuration, replication, and synchronization processes between on-premise, cloud, and field GIS environments.Project & Data Management· Plan, manage, and prioritize GIS projects including asset inventory, utility mapping, and mobile data collection.· Direct the design, development, and maintenance of enterprise geodatabases and spatial data models.· Oversee data validation, quality assurance, and metadata documentation.· Ensure data integrity through audits, quality checks, and adherence to FGDC and ESRI standards.· Perform and guide advanced spatial analyses to support decision-making.· Coordinate updates with County, State, and municipal partners for land base and utility data.· Inputs data in appropriate format to create usable graphic GIS layers. Creates multiple views of underlying GIS layers to perform in-depth and multi-dimensional analysis for reporting purposes.· Maintains a GIS System map library necessary for planning maps and Request for Proposal (RFP) documents.Maintains a GIS System map library necessary for planning maps and Request for Proposal (RFPSupport & Training· Provide day-to-day GIS support, training, and mentorship to staff at varying technical levels.· Develop user guides, dashboards, and training sessions to expand organizational use of GIS.· Prepare maps, visualizations, and reports for internal departments, executive management, and public communications.· Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.Innovation & Emerging Technology· Research and recommend new GIS technologies, mobile applications, and data analytics tools to improve operational efficiency.· Champion the use of GIS for predictive analytics, emergency response, and asset lifecycle planning.· Explore AI/ML automation and advanced visualization to enhance operations.· Preferred Skills· Certification as a Geographic Information Systems Professional (GISP) through the GIS Certification Institute (GISCI)· Project management certification (PMP or equivalent).· Knowledge of water and wastewater utility systems.· Experience implementing dashboards (ArcGIS Dashboards, Power BI) for performance reporting.· Familiarity with cybersecurity and IT infrastructure related to GIS systems.ADDITIONAL FUNCTIONSPerforms other related duties as required.MINIMUM QUALIFICATIONS· Bachelor of Science degree in geography, computer science, mathematics, engineering technology, or similar with coursework specializing in GIS, geography, geosystems, historical geography, and/or computer architecture· Minimum of 5 years’ experience and knowledge with GIS databases and editing using ESRI ArcGIS software, including ArcGIS Pro, Portal for ArcGIS, and the suite of ArcGIS Applications.· Minimum of 5 years’ experience in developing and maintaining GIS data and other GIS output products, including use of ESRI software and GPS units for data collection (specifically Trimble and GPS Pathfinder platforms).· ArcGIS Desktop Professional 10.3 or 10.5 certification.· Thorough knowledge of AutoCAD as related to municipal infrastructure mapping.· Demonstrated proficiency in Microsoft Office Suite software.· Knowledge of SQL Databases and ArcGIS Enterprise Server is desired.· Ability to lead, coordinate, and evaluate the work of others.· Strong problem-solving and decision-making skills under time-sensitive conditions.· Proficiency in communicating technical information to non-technical audiences.· Valid State of Florida driver’s license, within 30 days of hire.PERFORMANCE APTITUDESData Utilization: Requires the ability to independently evaluate, audit, deduce, and/or assess data using established criteria. Must have the ability to effectively communicate, both orally and in written format. Must be fluent in the English language. Requires the capacity to effectively coordinatewith technical and non-technical employees, engineers, consultants and vendors, including evaluation of work and coordinating work assignments to others.Mathematical Aptitude: Requires the ability to perform basic arithmetic, algebra and geometry; calculate fractions, decimals and percentages; compute ratios and proportion; calculate length, perimeters, areas, volumes, weights, and measures.Functional Reasoning: Requires the ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.ADA COMPLIANCEPhysical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at akeyboard or workstation.Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals.
