SALARY: Starting salary at $47,380
SUMMARY: Perform field operations for the commercial valuation division, for properties such as hotels, apartments, retail, office, industrial, commercial condominiums, timeshares, mobile home parks, institutional, governmental, theme parks, and special purpose properties. The work involves locating, inspecting, measuring, and physically describing improvements to real property parcels located within Orange County.
DUTIES AND RESPONSIBILITIES: The essential duties of the Field Appraiser II, Commercial Valuations include, but are not limited to the following:
- Physically inspect neighborhood boundaries for commercial properties, work parcel to parcel in compliance with the five-year inspection requirement, work additions and deletions as indicated by permits, certificates of occupancies, and priority rechecks or splits and combinations. May also interview property owners for data collection purposes.
- Measure and draw improvements; record construction type, shape, condition, age, and other relevant data and notes; and classify improvements in accordance with the current office standard reference manual.
- Use office CAMA system and GIS technology valuation tools to complete work assignments or special projects.
- Read blueprints or floor plans to ascertain accurate measurements of improvements.
- Investigate inquiries and complaints concerning value; confer with property owners or their legal representatives to explain methods, procedures, and policies with respect to the valuation placed in improved real estate parcels in Orange County, Florida.
- Must be able to operate and use standard office equipment.
- Perform minor safety and operational checks on assigned agency vehicle (i.e., Gas level, safety devices, tire pressure checks, etc.).
- Familiarity with real estate appraisal and/or commercial construction is necessary.
- Geographical competency of the real estate market in the Orlando Metropolitan Statistical Area (MSA) is preferred.
- Must have and maintain a valid Florida driver's license and clean driving record.
- May appear before the Value Adjustment Board to explain and defend assessments as needed.
- Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with agency policy.
- Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes.
- May be required to become an Emergency Responder for emergency damage assessment purposes.
- May be called upon to assist the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency situations. Contingencies such as these may require after-hours or weekend duties.
- Perform other duties as assigned. Duties, responsibilities, and activities may change at any time, with or without notice.
SUPERVISORY RESPONSIBILITIES: This position does not have direct reports but may have guidance and training responsibilities.
SKILLS AND QUALIFICATIONS:
- Years of experience: Must have a minimum of two (2) years of commercial real estate field experience working in commercial real estate assessment.
- Education: Must have a bachelor’s degree from an accredited college or university.
- Substitution: Four years of experience as an appraiser in a government assessment office, or four years of experience as a private real estate appraiser, or an equivalent combination of education, training, and experience that would reasonably be expected to perform the job-specific competencies.
- Certificates, licenses, and registrations: Preference will be given to those licensed as a State-Certified General or Residential Appraiser or Certified Florida Evaluator (CFE) by the DOR
- Computer skills required : Spreadsheet software (Excel); word processing software (Word); electronic mail software (Outlook); and presentation software (PowerPoint).
- Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms.
- Additional Skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations; proven attention to detail, reliability, and outstanding organizational skills; and ability to prioritize multiple projects under minimal supervision.
- Ability to read and interpret maps, blueprints, plats, and aerial photos.
- Language Skills: Bi-lingual in English and Spanish preferred; but not required.
