Position Overview and Responsibilities:
This is a grants position within the Financial Reporting subsection within the Departmental Purchasing Section. This position's main focus is grant management activities, which requires skills in writing, analysis, reconciliation, research, and reporting of Department' grant activities. Key responsibilities include, but are not limited to, the following:
- Research and coordinate the grant application process from application until completion for federal or state grants to aid in furthering the department's mission.
- Provides a detailed budget and other requested information to the applicable divisions and budget office to ensure sufficient budget authority to expend the grant funds within the grant period.
- Perform monthly reconciliations of individual grants with the use of available accounting system or Excel, making necessary corrections each month.
- Review and submit any year-end adjusting entries or accrual entries related to grant activities.
Research federal and state grant requirements to gain an understanding of applicable grant requirements.
Assist divisions in financially monitoring grant activities to ensure compliance with the grant terms and conditions.
Identify recipients and subrecipients of the department that would be subject to Single Audit requirements.
Collect Single Audit reports from all department's recipients and subrecipients subject to Single Audit.
Perform follow-up on Single Audit findings for program specific findings for state and federal funding and financial findings for state funding are fully addressed by the recipients or subrecipients through issuance of management decision letters.
Knowledge, Skills, and Abilities:
- Knowledge of accounting, auditing, and grants management principles, theory concepts, and practices.
- Knowledge of accounting systems and computer systems concepts.
- Knowledge of internal control concepts.
- Knowledge of methods of data collection and analysis.
- Knowledge of State and Federal regulations, rules, and guidance, including but limited to allowable activities, contract development, grants management, grant reporting and performance, and Single Audit requirements.
- Ability to analyze and interpret financial data.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.
- Ability to research and interpret accounting and grant regulations, literature, rules pronouncements, policies, and procedures related to grant activities.
- Ability to perform cost/benefit analyses.
- Ability to prepare financial statement work papers and schedules.
- Ability to prepare financial reports.
- Ability to utilize problem-solving techniques.
- Ability to research and apply for federal or state grants.
- Ability to communicate effectively with others including leadership, outside organizations, and federal agencies.
- Ability to conduct financial grant monitoring and prepare grant reports.
- Ability to plan, organize and coordinate work assignments.
- Ability to examine, review, and analyze financial records.
- Ability to work independently.
Minimum Qualifications: Two (2) years of accounting or auditing experience.
Two (2) years writing grant applications or contracts, financial monitoring of grant activities, or completing grant reports.
Preferred Qualifications:
A bachelor's degree in accounting, finance, business, or related field.
