The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Manatee County in its mission to protect, promote, and improve the health of all people in Florida through integrated state, county, and community efforts and its vision to be the Healthiest State in the Nation. Duties and Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets..

The incumbent in this position performs supervisory and professional duties in a multi-disciplinary environmental health program within the Manatee County Health Department. The incumbent exercises independent judgement in implementing policies and procedures for the Environmental Health Division. The incumbent performs professional, technical, and administrative duties and is expected to promote cooperation, courtesy, and teamwork, in a diverse environment.

Directs, coordinates, and oversees administrative and technical aspects of the environmental health program. Plans, supervises, and evaluates work objectives and time utilization; motivates staff to improve quality and quantity of work; trains employees in methods for effectively and efficiently performing their duties.

Prepares performance appraisals, trains staff as needed, counsels or disciplines as necessary, approves or disapproves leave, recruits for vacant positions, and performs other supervisory functions. Conducts quality improvement activities, evaluating environmental health programs and employee performance to maintain program uniformity and meet division objectives.

Ensures that inspection files, correspondence files and other records are properly managed following established security requirements and division protocols. Prepares administrative reports and other correspondence. Ensures staff maintain required certification along with maintaining own certification as specified and required in Florida Administrative Code 64E-18.

Monitors the results of these program activities to provide statistical information to management for program analysis, planning and budgeting. Maintains current knowledge of changes in environmental health laws and regulations and keeps staff and others appraised. Coordinates the collection and compilation of reports, surveillance data and other records for the enforcement of laws and regulations.

Performs duties as Public Information Officer in all areas of environmental health.

Attends local and state meetings /trainings appropriate to areas of responsibility.

Maintains quality of services delivered in all tasks associated with position.

Confidential information includes the client's name, address, medical, social, and financial data and services received. This employee shall ensure that clients are afforded privacy, confidentiality, and dignity.

Performs other related duties as assigned by the CHD Director.

Knowledge, skills and abilities, including utilization of equipment, required for the position :

  • Knowledge of environmental health disciplines and appropriate Florida Statutes and Florida Administrative Code.
  • Knowledge of principles and processes related to business and organizational planning.
  • Knowledge of strategic planning, resource allocation.
  • Ability to lead and knowledge of leadership techniques.
  • Ability to lift a minimum of 30 lbs of equipment

Qualifications:

Licensure/registration/certification requirements: 381.0101, Florida Statutes and Chapter 64E-18, Florida Administrative Code.

  • Certification at all levels in the primary area of either Food Hygiene or OSTDS, specifically at the Supervisor level
  • Bachelor’s degree in sciences or public health from an accredited college or university with major coursework in environmental health, environmental science, or a physical or biological science. Final authority on disciplines qualifying as a physical or biological science are listedunder “Academic Disciplines and Corresponding Majors” in the Appendix of the October 1995 edition of Determining Eligibility for State Employment, Department of Management Services, State of Florida, incorporated by reference in this rule. Major coursework is no less than 30 semester hours or 40 quarter hours of class work.

  • Emergency Duty: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Confidentiality: Incumbent may have access to records containing Social Security numbers in the performance of their job duties.
