The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.
Your Specific Responsibilities:
- The OPS Budget Analyst is responsible for developing, managing, and analyzing the DOH - Hillsborough's $40+M annual approved operating budget, focusing on the CDC Public Health Infrastructure Grant (PHIG) budget. This is a highly independent position that reports directly to the Financial Administrator and works with multiple levels of staff throughout the organization. This position requires leadership by making judgements and decisions that impact the organization and has overall general knowledge of state governmental accounting.
- This position routinely monitors budget reports to ensure compliance with established statutes, policies, and procedures.
- This position routinely communicates with varying levels within the organization, along with state office and county government.
Required Knowledge, Skills, and Abilities:
- Knowledge of accounting and auditing principles and procedures.
- Knowledge of the methods of reviewing and analyzing financial data.
- Knowledge of basic mathematics.
- Proficient in Excel spreadsheets and reports.
- Ability to perform technical and fiscal analyses of budget requests.
- Ability to develop and recommend budgetary revisions.
- Ability to review, analyze, and evaluate financial data.
- Ability to understand and apply laws, rules, regulations, policies, and procedures.
- Ability to utilize problem-solving techniques.
- Ability to prepare various reports.
- Ability to plan, organize and coordinate work assignments.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with others.
- Excellent customer service skills and ability to communicate with multiple levels in an organization.
Minimum Qualifications:
- Bachelor's Degree in related field - Business, Accounting, or Finance OR 3 years of experience in business accounting
- 3 years of budget development & management experience
- 3 years budget reconciliation & monitoring experience
- 5 years customer service experience.
Preferred Qualifications
- Knowledge of governmental accounting, State of Florida preferred
- Knowledge of Florida Accounting Information Resource (FLAIR)
- Knowledge of Florida Information Reporting System (FIRS)
