Job Description

The Purchasing Manager will serve as a strategic leader responsible for overseeing all procurement activities that directly support active construction sites and ongoing operations. This role is critical to maintaining operational continuity while ensuring cost-effective sourcing of materials, spare parts, and non-production items. The successful candidate will develop and execute comprehensive procurement strategies, negotiate framework agreements with key suppliers, and build a reliable supply chain network that can respond to the fast-paced demands of construction environments.

Working closely with cross-functional teams including warehouse operations, repair facilities, construction sites, and senior management, the Purchasing Manager will establish procurement policies and procedures that align with both operational needs and corporate objectives. Duties and Responsibilities

• Collaborate with departments and leadership to identify procurement needs, specifications, and acceptable alternatives for construction materials and equipment
• Review and validate incoming requisition requests, ensuring accuracy in part numbers, descriptions, lead times, and supplier data
• Source and propose alternative materials or suppliers to meet project requirements and budget constraints
• Issue purchase orders in accordance with internal authorization procedures and company policies
• Manage supplier communications including order confirmations, lead time tracking, and delivery follow-ups
• Maintain close coordination with warehouse, repair shop, construction sites, controlling department, and senior management
• Draft, implement, and enforce procurement policies, procedures, and contract management protocols
• Resolve vendor issues or disputes in a timely and professional manner to maintain operational continuity
• Maintain comprehensive purchasing records and systems for audit and reporting purposes
• Research and evaluate new suppliers and alternative sourcing opportunities to expand vendor network
• Monitor market trends that may affect material availability, pricing, and supply chain stability
• Negotiate pricing structures, volume discounts, and favorable terms to support cost savings and long-term supply stability
• Lead the negotiation and management of strategic framework agreements with key suppliers
• Recruit, manage, and develop purchasing staff while conducting timely performance evaluations
• Oversee daily workflow and scheduling within the purchasing department

Required Experience/Skills

• Bachelor's degree in Supply Chain Management, Business Administration, Construction Management, or related field
• Minimum of 3 years of purchasing experience in construction, manufacturing, or related industrial environment
• Demonstrated experience managing and developing staff members
• Strong verbal and written communication skills with proven negotiation expertise
• Experience working with construction materials, equipment parts, and industrial supplies
