Position Overview:
Capital Technology Alliance (CTA) is seeking an experienced Database Modeler to support a state government IT engagement focused on the centralization and cloud modernization of a large-scale Health Management System (HMS). The selected consultant will deliver expert-level data modeling, Master Patient Index (MPI) implementation, and Master Data Management (MDM) strategy in a mission-critical healthcare IT environment. This is a full-time, on-site contract engagement in Tallahassee, FL, running July 1, 2026 through June 30, 2027.
Scope of Work:
The Database Modeler will provide hands-on data modeling and MDM services supporting the centralization and cloud migration. Core work streams include developing and maintaining a comprehensive data dictionary, providing subject matter expertise for the design and implementation of a Master Patient Index (MPI) in a cloud environment, and building a Master Data Management strategy aligned with modernization objectives. The consultant will collaborate with cross-functional project teams and must maintain strict compliance with data security, confidentiality, and HIPAA requirements throughout the engagement.
Key Responsibilities:
- Develop and maintain a comprehensive data dictionary including full definitions of all data elements, naming conventions, data standards, and version control/change management processes.
- Integrate the data dictionary into the software development lifecycle as a reference point for developers, database administrators, analysts, and business users.
- Provide subject matter expertise for the implementation of a Master Patient Index (MPI), including evaluation of current system architecture, data quality assessment, and cloud-based MPI architecture design.
- Collaborate with project teams to standardize and cleanse patient data—resolving duplicate records, correcting errors, and applying MDM rules for data matching, merging, and record linking.
- Develop data governance policies for patient data focused on quality, privacy, security, and HIPAA compliance.
- Define and implement a Master Data Management strategy aligned with HMS centralization and cloud modernization objectives.
- Perform data assessments to identify quality issues, inconsistencies, and redundancies across databases; define quality control and deduplication strategies.
- Complete all required job training and submit verifications of completion as directed.
- Comply fully with all applicable data security and confidentiality policies and procedures at all times.
Required Qualifications:
- Minimum 5 years of demonstrated experience with Master Data Management (MDM) tools and platforms such as Informatica MDM, IBM InfoSphere, SAP Master Data Governance, or equivalent; including configuration, customization, and ongoing management.
- Minimum 5 years of documented experience in data modeling and database design with both traditional (SQL) and modern (NoSQL, object-oriented such as IRIS/Cache) database technologies.
- Minimum 2 years of documented experience with cloud platforms (AWS, Azure, or Google Cloud), including cloud-based data storage, processing, and management services.
- Documented experience integrating data from multiple sources into a centralized system, including cloud migrations, while maintaining data quality and consistency.
- Comprehensive knowledge of MDM principles and practices: master data lifecycle management, data governance, data quality, data stewardship, and data integration.
- Familiarity with data governance frameworks and compliance regulations applicable to healthcare data management and privacy, including HIPAA.
- Bachelor’s degree in Computer Science, Information Systems, or a related field preferred; equivalent combination of education and experience will be considered.
Preferred Qualifications:
- Experience with healthcare IT systems or patient data management in a government or large enterprise environment.
- Prior experience supporting cloud modernization initiatives involving data migration and consolidation.
- Familiarity with state government IT contracting processes and compliance standards.
- Experience with IRIS/Cache or similar object-oriented database environments.
- MDM, data governance, or cloud platform certifications (e.g., Informatica MDM Certified, AWS Certified Data Analytics, etc.).
Job Specific Knowledge, Skills, and Abilities:
- Strong analytical and problem-solving skills with the ability to assess complex data environments and recommend practical solutions.
- Ability to communicate technical data concepts clearly to both technical and non-technical stakeholders.
- Detail-oriented with strong documentation and data standards discipline.
- Experience working in cross-functional project teams within structured SDLC environments.
- Familiarity with data deduplication, data quality tools, and data lineage concepts.
Location/Work Terms:
On-site, Tallahassee, FL. This position requires in-person presence at the designated work location. Remote work is not available under this engagement. Contract Term: July 1, 2026 through June 30, 2027. Payment is unit rate; monthly invoicing is required. Criminal background check including fingerprinting required prior to commencement of work.

No travel reimbursement is provided under this engagement.
