General Information

Working Location: 2101 47th Terrace East, Bradenton, Florida 34203 Work Hours: Monday - Friday, 9:00am - 5:00pm This classification commands the administrative sections of the Emergency Medical Services (EMS) Division of the Public Safety Department. Oversees Support Services, Training, and Clinical Affairs and Professional Standards sections under the general direction of the EMS Chief. Acts as Division liaison to the Department human resources, information technology, and fiscal/budget functions. Assists the EMS Division Chief in the management and oversight of the EMS Division. Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause. Note: FRS Retirement Class: Special Risk. Working Conditions Indoor/outdoor environment. High noise and high stress environment while performing certain responsibilities. Able to lift and carry patients weighing in excess of 250 pounds, with assistance, without causing harm or aggravating injuries to the patient or themselves. This is a safety-sensitive position. Employment and continued employment with Manatee County Government is contingent upon passing pre-employment and employment screenings identified in Section XX of the Personnel Policy, Rules, and Procedures Manual. An applicant/employee who fails to pass a drug/alcohol screening, shall be disqualified from employment in any class for a period of three (3) years.

Essential Functions These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Develops and oversees the EMS Division Support Services Section to ensure the readiness and ability of the EMS Division to respond to emergency calls by maintaining adequate levels of supplies and equipment and the readiness of fleet and necessary facilities. May actively participate in teaching and training of assigned personnel. Oversees quality assurance, clinical affairs, and professional standards to ensure use of best practices in service delivery and compliance with all applicable laws, regulations, and protocols. Oversees all Division training, credentialing, and professional development in order to enhance the performance of EMS staff. Oversees, through the designated Division Narcotics Officer, maintenance of controlled substances on site. Ensures maintenance of proper records, licenses, and permits for on-site controlled substances with the Federal Drug Enforcement Agency (DEA) and the State of Florida. Sets goals and objectives for team members for achievement of operational results. Assigns work and delegates responsibilities to staff and monitors progress to ensure division goals are met and high-quality customer services is maintained. Hires, trains, coaches, appraises, and rewards assigned staff. Responds appropriately to employee complaints and issues. Cultivates strong working relationships and builds trust among team members. Reviews and recommends new methods and procedures to make daily operations more efficient. Performs considerable short-term and long-term planning, scheduling, and coordinating within area of responsibility. Interprets and implements management policies for area of responsibility. Assists Division Chief with developing and implementing policies, procedures, protocols, and general orders for the safe, efficient, and effective operation of the Division. Ensures new and changed policies, procedures, protocols, and general orders are appropriately communicated to staff. Ensures all work is completed in compliance with all applicable federal, state, local and departmental laws, regulations, policies, procedures, and general orders, including confidentiality of information and records. Assists Division Chief with developing and managing Division budgets (CIP and operational). Monitors revenue and expenses and allocates fiscal resources appropriately. Coordinates and manages divisions grant submissions and grant programs. Attends and participates in conferences and meetings as assigned. Develops and makes public presentations, as requested. Coordinates the purchasing of equipment, materials and services to comply with budgeting allocations and compliance with the County's purchasing procedures. Maintains the confidence of the Medical Director in the provision of basic and advanced life support skills. May serve as Incident Commander on routine or large-scale emergency incidents. Manages such according to the National Incident Management System ICS 100, 200, 700, and 800. Able to learn to manage 300 and 400 system within one year. Responds to emergency scenes/incidents as necessary. Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications

Bachelor's degree in Emergency Medical Services, Public Safety Administration, Business Administration, or related field. Five (5) or more years of increasingly responsible experience in Public Safety/EMS management, at least three (3) of which should be in a 911 response system operation. Five (5) or more years work experience as a Certified Paramedic. Valid Florida Paramedic and valid Advanced Cardiac Life Support (ACLS) Certifications required. Valid driver's license required, with valid Florida driver's license required within 30 days of hire. A comparable combination of work experience and training may be substituted for education requirements.

Completion of management or supervisory coursework or training is desirable. Knowledge, Skills, and Abilities: Strong organization, prioritization, analytical, and problem-solving skills in order to effectively manage area of responsibility and attain goals set. Able to resolve difficult problems and situations. Strong knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities. Strong knowledge and understanding of computer systems and software applications required to perform job responsibilities. Strong verbal and written communication skills and interpersonal skills, including public presentation skills, in order to interact professionally and effectively with all staff, the general public, and government regulators. Able to communicate policies, practices, and procedures for clarity and understanding by direct reports, the public, and other stakeholders. Demonstrated understanding of human resources, business management, budget and financial management, information technology, and facility and logistical management preferred. Knowledge of modern pre-hospital emergency medical care methods. Strong skills in critical care cases and triage. Previous experience training new hires and existing staff.
