$34,760.00 - $167,472.77 - Exact salary is based upon the Department’s internal salary policy guidelines.

Description:

This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is communicating with, motivating, training and evaluating staff, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.)

Essential Functions:
Provides professional statistical support and data oversight for Child Protective Investigations, to include development of data collection instruments, data collection, data analysis, and preparation of comprehensive reports and oversight of the team members who perform these functions. Leads and facilitates Quality Improvement and Control for extensive analysis and problem solving in Protective Investigations including conducting, overseeing and compiling special reviews as required.

Develops and recommends planning strategies to enhance and increase field performance and quality. Provides advice and assistance to the Child Protection Operations in the planning, implementation, and evaluation of existing operations, systems, and procedures based on data implications and review findings.

Reviews Florida Statutes, DCF Operational Procedures, policies and related directives for impact on Child Protection, in order to keep staff up to date. Analyzes and evaluates impact on operations; identifies potential problems; recommends appropriate actions when warranted to leadership. Identifies improvements and implements adjustments to ensure program effectiveness and efficiency.

Provides training and technical assistance as needed to all levels of Child Protection staff and ensures compliance with the processes and procedures as well as provides support to the Regional Program Administrator, Children's Legal Services, the CBCs, and Family & Community Services Director through requested internal reviews, data requests, and other special requests related to investigative information.

Knowledge, Skills, & Abilities:

Knowledge of the methods of data collection and analysis. Knowledge of basic management principles and practices. Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices. Ability to organize data into logical format for presentation in reports, documents and other written materials. Ability to conduct fact-finding research. Ability to utilize problem-solving techniques. Ability to work independently. Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to review and evaluate plans and programs. Ability to identify improvements and adjustments needed to insure program effectiveness and efficiency. Ability to establish and maintain a liaison with other agencies. Ability to plan, organize and coordinate work assignments. Ability to use computer systems.

Preferred Qualifications:

  • Proficient in Microsoft Excel, PowerPoint, and FSFN reporting systems and able to create reports, including charts and graphs with data pulled from different sources.
  • Demonstrates strong skills in quality improvement and control, with a proven ability to conduct extensive analysis and problem-solving in protective investigations and capable of overseeing and compiling special reviews as required.
  • Three years of Child Welfare experience.
  • Prior supervisory experience.
