Child Development Services Manager
- Responsible for the delivery, tracking and reporting of outcomes of Head Start Disabilities performance standards.
- Provide training, support and supervision to assigned Child Disabilities Specialists.
- Establish and implement policies and procedures that comply and enhance the effectiveness and efficiency of disabilities services.
- Utilize information obtained from developmental screenings, observations, evaluations, and parent input to design a program that meets the developmental and individual needs of children with disabilities.
- Track developmental screenings to ensure completion within 45 days of the child’s enrollment into the program; ensure follow-up is provided as needed.
- Track developmental screenings to ensure completion according to ongoing age- based requirements.
- Ensure Child Disabilities Specialists have a consistent schedule for center-visits, classroom support, home-based support, and parent support.
- Ensure compliant documentation for children with identified developmental and disabilities concerns including consent, referrals, IEP’s/IFSP’s, and Individual Classroom Plans (ICP’s) for teaching staff.
- Ensure compliant documentation in Child Plus for children with identified disabilities concerns including observations, notes, and required documentation.
- Monitor monthly reports for Child Disabilities Specialist to ensure accuracy.
- Track and monitor 10% disabilities requirement per grant.
- Work closely with the Family Services department to ensure quality disabilities support and education to families
- Work closely with the Education department to ensure classroom teaching staff are adequately supported to best serve children with disabilities concerns.
- Collaborate with Behavioral Health Team to implement individual support strategies for children with identified and suspected disabilities.
- Track program supplies and disabilities services materials; place orders for supplies as needed and in accordance with the budget.
- Track and monitor contracts with community partners and interagency agreements; renew as needed.
- Collaborate with community partners, local education agencies, and early intervention programs to establish new contracts and agreements to support ongoing services to children with identified developmental concerns.
- Assist with the implementation of the University Practicum Student program within the Head Start programs
- Coordinate with Health and Nutrition Services Manager to coordinate case management for all centers
- Assist Family Services and Health and Nutrition departments in coordinating summer screenings.
- Coordinate disabilities trainings throughout the year and during preservice training.
- Ensure Child Disabilities Specialists are up to date on required trainings and certifications related to job performance.
- Ensure accurate PIR data is maintained as it relates to Child Disabilities.
- This position reports to the Director of Child Disabilities.
- Bachelor’s Degree in Special Education, Psychology, or related field; Master’s preferred
- Experience in special education & young children preferred
- Experience using data-based reporting system
- Work experience with vulnerable populations (i.e. families experiencing homeless, living below poverty guidelines, children in foster care)
- Knowledge of effective methods to improve a child’s emotional stability
- Knowledge of securing & individualizing needed services for children with disabilities.
- Ability to build and maintain good human relations with staff and parents.
- Ability to work with the public in a tactful and diplomatic manner
- Ability to perform tasks with little direct supervision
- Ability to exercise good judgment and emotional maturity
- Commitment to strengthen families but with ultimate commitment to the well-being of the child
- Knowledge of applicable safety and abuse-reporting procedures
- Knowledge of Microsoft Office products at an intermediate to advanced level
- Ability to communicate effectively both orally and in writing
- Ability to maintain confidential information
- Ability to plan and organize work as well as maintain records and prepare reports
- Ability to multi-task, prioritize and work in fast-paced environment
- Valid driver’s license and proof of automobile coverage
- Satisfactory Driving Record (as outlined in Vehicle Driving Policy)
- Completion of a minimum of 15 clock hours of professional development per year
- Works in early childhood classroom and office settings
- Local travel to multiple sites is required
- Includes nights and weekend work and some out of town travel
- Acceptable eyesight (with or without correction)
- Acceptable hearing (with or without correction)
- Ability to communicate both orally and in writing
- Ability to lift up to 20 lbs.
