CONDITIONS OF EMPLOYMENT:
- New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
- New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.
- The Department of Military Affairs is paid on a monthly basis.
- This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:
- A high school diploma or equivalent; AND
- Six (6) years of professional experience in the Engineering field or related
- Education may substitute for experience on a year-for-year basis.
DUTIES AND RESPONSIBILITIES:
- Senior Engineering Specialist: Coordinate with Planning and Programming Branch in the development of project scope and review initial cost estimate. Coordinate with Contracting Branch to select A/E and GC through appropriate processes. Coordinate with other staff to determine schedule for pre-bid meeting, bid date, bid opening, contract negotiation, and recommend award of contract.
- Design Phase: Assist Planning and Programming Branch during pre-design meetings with city/county governments to promote good rapport and gain understanding of associated permits and fees. Coordinate and develop scope for A/E solicitation and contract. Participate with Contracting Branch in the selection process of the A/E firm and provide input on the scope of their design contract. Coordinate with the A/E to provide review of plans and follow up with NGB and agency users design review comments to ensure timely revisions and compliance with local, state, and national building codes.
- Construction Phase: Chair pre-construction meeting with the A/E firm, GC, and agency users. Coordinate on-site construction meetings with the A/E, the GC, and the user. Conduct physical site inspections with the CA, A/E and GC. Ensure project is progressing in accordance with plans, specifications, and schedule. Ensure GC is following OSHA regulations. Review pay applications and change orders for contract compliance and validity. Conduct substantial completion, final inspection, and 11-month warranty walk-through inspections.
- Team Lead: Provide general oversight of team operations. Manage workload of the team and provide recommendations to the Supervisor pertaining to assignment of project managers within the team. Review proposed change orders and recommend action to the Supervisory Civil Engineer. Develop and maintain a quality assurance plan. Conduct monthly quality control reviews of all team projects with the assigned project manager. Recommends final acceptance of projects assigned to the team.
- Professional Development: Seek professional education opportunities such as the CFMO-U and other seminars as appropriate to your duties and responsibilities. Be the subject matter expert on the latest NGB design and construction publications
- Individual Reporting: Provide accurate and timely information to Supervisor. Provide the same to your coworkers and peers as well as other departments. Examples are the biweekly project status report, project correspondence, project coordination meetings, changes to design or construction schedule, change orders, pay applications. Present all requests for personal or professional absence to the Supervisor for approval.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of the principles, techniques, materials, and equipment used in building construction.
- Knowledge of engineering design, construction, project close out and operations.
- Knowledge of common ASTM testing methods and current construction test result standards.
- Skilled in the use of Microsoft Office programs such as Word, Excel and PowerPoint.
- Ability to professionally interface with Senior Military Leadership and provide the appropriate level of customer service.
- Ability to plan, organize and coordinate building construction project activities.
- Ability to understand construction contracts and work with Contracting Branch throughout the development, execution, and closeout phases of construction.
- Ability to respond to inquiries by staff, vendors, and contractors or disseminate inquiries to the appropriate office in order to support timely execution of construction.
- Ability to analyze and interpret engineering data.
- Ability to review constructability of engineering and architectural plans.
- Ability to monitor and inspect building projects.
- Ability to communicate engineering information and understand the chain of responsibility as it applies to such information.
- Ability to establish and maintain effective working relationships with others.
- Ability to understand and apply applicable rules, regulations, policies, and procedures.
- Able to travel at least 30% of the time with some overnight stays
