Description
Under general supervision, the Neighborhood Preservation Inspector. ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas. This is a classification in the Economic and Community Development Department.
CLASS CHARACTERISITICS:
The Neighborhood Preservation Inspector is the full journey-level classification. This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.
EXAMPLES OF DUTIES (illustrative only):
- Work closely with homeowners and businesses to achieve compliance.
- Interpret ordinances, policies and procedures, and code enforcement concepts.
- Prepare reports and recommendations on code enforcement matters, and gain voluntary compliance.
- Coordinate actions with other departments or jurisdictions.
- Prepare reports, legal documents, and letters.
- Prepare case information and present evidence at appeal hearings and other legal proceedings.
- Inspect and investigate land use, and site and environmental conditions.
- Other related duties as assigned.
Ideal Candidate
EDUCATION AND EXPERIENCE:
Any combination of education, training, and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be:
One (1) year of experience performing the duties of a Neighborhood Preservation Specialist (Code Enforcement Officer) such as inspections, citations, and notifications.
AND
An Associate’s Degree (or equivalenting education or years of experience) from an accredited college in a discipline related to the essential functions of this classification.
LICENSE AND CERTIFICATIONS:
Possession of a valid California Driver’s license and have a satisfactory driving record.
Certification as a Code Enforcement Officer by an organization recognized by either ICC or the California Alliance of Code Enforcement Organizations (CACEO).
KNOWLEDGE AND ABILITIES:
Knowledge Of:
- Municipal code enforcement methods and procedures.
- Land use concepts and zoning principles.
- Current trends and developments in the areas of neighborhood preservation programs.
- Codes and methods of enforcement to determine corrective action.
- Regulations, policies, and procedures as they are related to the program.
- City codes and determining corrective action.
Ability To:
- Effective public and community relations techniques.
- Techniques of negotiations and conflict resolution.
- Research methods and techniques.
- Establish and maintain effective working relationships with individuals and citizens groups, businesses, and other internal and external agencies.
- Prepare accurate and concise written and statistical reports.
- Maintain computerized and manual data systems.
- Communicate effectively.
Benefits
BENEFITS: The following benefits pertain to positions designated in the SEIU group.
Retirement:CalPERS enrollment in either 2% @ 60 (Classic Employees) or the new 2% @ 62 (New Employees) formula is dependent on the individual’s eligibility, as per AB 340. The City does not participate in Social Security therefore there are no Social Security tax deductions (except 1.45% Medicare).
Life Insurance:Premium is paid by the City. Life insurance and AD&D is equal to $100,000 each. Short-term disability insurance premium shared by the City and employee. Additional voluntary supplemental life insurance is available.
Medical/Dental:The City provides $2,200*/month to purchase medical, dental and vision benefits.
Leaves*:8 hours of sick leave/month with no limit on accumulation; 80 hours of vacation per year for the first three years of service; 12 holidays and 24 floating holiday hours.
Other:Educational Reimbursement for approved coursework; 9/80 work schedule, with alternate Fridays off. Deferred Compensation Plan available.
*All benefits will be prorated for part time positions.
