Senior Full Stack .NET Developer (Tallahassee, FL)
BA Global Talent is seeking an On-Site Senior Full Stack .NET Developer in Tallahassee, FL , to support the Florida Department of Transportation ’s system transition efforts related to the Florida Planning, Accounting, and Ledger Management project. This role is ideal for a hands-on developer with strong experience in Classic ASP, ASP.NET, Angular or React, SQL Server, Oracle, Azure, and Azure DevOps. The ideal candidate is technically strong, detail-oriented, and comfortable working across both legacy and modern application environments. They should be able to balance hands-on development with strong communication, customer service, and collaboration in a structured enterprise setting.
This position will support the remediation of web applications, interfaces, databases, automated processes, and reporting programs impacted by the transition from legacy financial systems to Florida PALM. The selected candidate will work closely with technical teams, business users, database administrators, and management to analyze existing systems, document specifications, update code and databases, and ensure applications are prepared for FDOT’s use of PALM.

Responsibilities:
Analyze current web applications and document technical specifications.
Support the development of an overall remediation strategy for impacted web-based applications and databases.
Review existing applications with business users to identify required updates and potential improvements within remediation constraints.
Remediate web applications to prepare them for FDOT’s transition to PALM.
Collaborate with database administrators to create database views and stored procedures that support application remediation.
Update web applications to incorporate chart of account changes and other requirements mandated by Florida PALM.
Analyze financial data and recommend improvements to the data model of financial systems.
Use Azure DevOps to manage work tasks, code assets, and deployments.
Participate in regular scrum meetings, team meetings, and collaborative sessions with technical staff and customers.
Support maintenance activities for Application Services.
Perform knowledge transfer with technical staff from the Office of the Comptroller and Application Services.
Qualifications:
Minimum of 5 years of experience developing applications using Classic ASP, ASP.NET, and JavaScript UI libraries such as Angular or React.
Strong experience with backend databases, including SQL Server and/or Oracle.
Experience supporting on-premises and cloud-based applications, including Azure environments.
Strong SQL skills and experience working with relational database management systems.
Experience using Azure DevOps to manage work tasks, code assets, and deployments.
Experience analyzing, documenting, and remediating legacy or enterprise web applications.
Ability to work with multiple data sources across a variety of technologies.
Strong understanding of software development best practices and Agile delivery methods.
Bachelor’s degree in a field related to technology or finance preferred; relevant work experience may substitute for the degree on a year-for-year basis.
Strong analytical, critical thinking, problem-solving, and decision-making skills.
Strong written and verbal communication skills, with the ability to work effectively with technical teams, business users, customers, and management.
Preferred Qualifications:
Experience with full stack development across multiple platforms.
Knowledge of the SCRUM framework and Agile methods.
Experience with financial systems, ERP systems, accounting-related applications, or enterprise modernization projects.
Familiarity with data management concepts such as ETL, data warehousing, operational data stores, data lakes, and master data management.
Prior experience supporting public sector, transportation, finance, or large-scale enterprise environments.
