POSITION GOAL

Ensure Broward County School District’s fixed assets are safeguarded by conducting and participating in systematic and objective verification, analysis and appraisal of property and inventory of all school district units and related activities including property and inventory audits of all District locations.

ESSENTIAL PERFORMANCE RESPONSIBILITIES

The Manager, Property and Inventory Control shall carry out the performance responsibilities listed below.

  • Evaluate internal control structure to ensure that assets and property are safeguarded; and financial accounts, records and reports are adequate and accurate.
  • Assess internal control structure to guarantee compliance with and application of established School District policies and procedures.
  • Ensure that accounting and other practices in areas not covered by published policies are sound and reliable.
  • Assess internal control structure to ensure the effective and efficient use of resources and provide recommendations based on analysis of data and processes.
  • Counsel and assist audit staff assigned to ensure that established objectives and scope of each audit is achieved, and that adequate audit coverage is afforded.
  • Provide training to school-based and District-based department staff related to property and inventory processes, Business Practice Bulletins, and best business practices.
  • Participate in the preparation of Internal Property Audit Reports, review findings and adequacy of recommendations on policies and procedures.
  • Assume responsibility for all priorities and projects that assist in achieving the District’s Strategic Plan.
  • Provide Chief Auditor with internal property audit reports to be presented for review by the Audit Committee and the School Board.
  • Maintain an independent appraisal function to examine and evaluate school system activities relating to tangible fixed asset management and other related functions.
  • Collaborate with Senior Leadership to continually improve the monitoring, tracking and safeguarding of District procured tangible fixed assets.
  • Provide support to school administrators, District administrators and staff in areas relating to property audit evaluations, audit findings, corrective actions, property control procedures and adherence to business and standard practices.
  • Assist in the recruiting of personnel and recommendation of their selection; appraise staff performance.
  • Coordinate and review requests by external auditing groups including the Auditor General, State of Florida, and other governmental agencies as instructed by the Chief Auditor.
  • Support the evaluation efforts relating to Charter School closings and reverted asset migrations to the school system.
  • Perform and promote all activities in compliance with the equal employment and non-discrimination policies of The School Board of Broward County, Florida.
  • Participate in training programs offered to enhance the individual skills and proficiency related to job responsibilities.
  • Review current developments, literature and technical sources of information related to job responsibilities.
  • Ensure adherence to safety rules and procedures.
  • Follow federal and state, as well as School Board policies.
  • Perform other duties as assigned by the immediate supervisor or designee.

MINIMUM QUALIFICATIONS & EXPERIENCE

  • An earned master’s degree from an accredited institution.
  • Minimum of five (5) years, within the last ten (10) years, of progressively more responsible audit experience to include risk assessment, control analysis and audit procedures and standards.
  • Demonstrated knowledge of Florida Statutes and the Florida Administrative Code related to tangible fixed asset management. Excellent audit management and analytical skills; and strong written and oral communication skills.
  • Computer skills as required for the position.

OR

  • An earned bachelor’s degree from an accredited institution.
  • Minimum of seven (7) years, within the last twelve (12) years, of progressively more responsible audit experience to include risk assessment, control analysis and audit procedures and standards.
  • Demonstrated knowledge of Florida Statutes and the Florida Administrative Code related to tangible fixed asset management. Excellent audit management and analytical skills; and strong written and oral communication skills.
  • Computer skills as required for the position.

PREFERRED QUALIFICATIONS & EXPERIENCE

  • Degree majors include accounting or finance, with emphasis in auditing; or degree in a related field.
  • Florida certificate in internal auditing, public accounting, or information systems auditing.
  • Experience in auditing, accounting, budgeting and planning within a public school district or governmental agency.
  • Bilingual skills preferred.

SIGNIFICANT CONTACTS-frequency, contact, purpose

Frequent interaction with all levels of school and District administrators. Communicate with external auditing groups, including the Auditor General, State of Florida, and other governmental agencies to ensure internal controls of fixed assets are in compliance with District and State rules and regulations. Assist and participate with the Chief Auditor in presentations of internal audit reports to the Audit Committee and The School Board

PHYSICAL REQUIREMENTS

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently as needed to move objects

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
