Position Overview and Responsibilities:

  • The Florida Department of Environmental Protection protects, conserves and manages the state’s natural resources and enforces its environmental laws. Each position works together as a whole to advance Florida’s position as a world leader in protecting natural resources while growing the state’s economy.
  • Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the South District to operate more efficiently and effectively. This position is a highly independent position responsible for a wide variety of complex administrative duties in the South District’s Business Planning Administrative (BPA) team. This position provides full performance level administrative support for the South District’s Permitting Program and Compliance Assistance Program (CAP). The incumbent is expected to work with and apply the principles of Continuous Improvement to reduce waste, improve processes, and provide services that add value to all customers.

Permitting Program Support

Provides administrative support for complex actions of the regulatory permitting programs. Assigns permitting workload to permit processors and coordinates workload assignments with permitting supervisors. Provides weekly reports to the supervisors and the permit processors. Analyzes permitting workload to identify problems and recommends improvements to the supervisor. Processes incoming permit applications and correspondence. Organizes and uploads various regulatory applications and documents in the various e-folders and databases. Establishes and maintains e-files of applications, forms, documents, correspondence and other similar items received by and created by the South District. Send applications to appropriate agencies commenting and maintain mailing list contact information. Prepares out-going correspondence, such as requests for additional information, auto-letters, and permit documents. Conducts research in various databases and performs error-free updates. Assists customers, provides permitting status updates to the public, and handles permitting information requests. Coordinate these permitting activities with other BPA and professional staff to promote efficiency and streamlined workflow within a team setting.

Compliance Assistance Program (CAP) Support

Provides administrative support for multifaceted actions of the regulatory CAP compliance programs. Maintains a working knowledge and understanding of CAP programmatic area functions, databases, and processing needs. Receives complaints, conducts research and gathers appropriate information, enters data and performs updates of CAP’s complaint tracker (routing system). Monitors compliance email inboxes for compliance monitoring reports and submittals, updates the corresponding compliance databases, uploads the documents into the compliance e-file, and routes the information to appropriate CAP staff for review. Assists with coordinating the review of compliance activities, Monthly Operating Reports (MORs), and Discharge Monitoring Reports (DMRs). Maintain a log of open enforcement cases, tracks any payments that are due, and reviews the legal case tracking system. Updates CAP inspection/enforcement tracking database and prepares monthly reports to assist the CAP management team with monitoring and assessing staff performance: number of inspections (by staff and program), timeliness of inspection reports sent (by staff and program), list and number of pending/overdue inspection reports, and the number and timeliness of closed non-compliance cases. Provides training of CAP staff in the use of CAP’s various tracking databases. Prepares and completes final enforcement documents for issuance/execution, database update, and upload into the into the enforcement e-file. Assists customers, provides complaint or enforcement status updates to the public, and handles CAP information requests. Coordinate these CAP activities with other BPA and professional staff to promote efficiency and streamlined workflow within a team setting.

Business Planning Support

Works closely and cooperatively with other members of the BPA team, supervisor, and District management to ensure consistent and appropriate document handling and finalization, database updates, and timely response to public information requests. Coordinate with Communications and the District’s Public Information Officer to assist with the completion of research and documentation gathering to fulfill public records requests. Provide feedback and recommendations on areas of possible improvement to customer service, process streamlining, and organizational efficiency initiatives. Maintains knowledge and proficiency of programmatic changes, database entry, and other BPA team activities and processes. Implement the principles of total quality management (i.e. continuous improvement) and LEAN methodology to reduce waste and provide services that add value to all customers. Conducts outreach with the regulated community to identify opportunities for process clarification and instructs applicants on the use of DEP’s web-based services.

Assists with Cash Receiving Application (CRA) responsibilities following strict adherence to the written revenue processing policies: receiving, logging in, and safeguarding checks, ensuring deposit, linking funds to the appropriate account, and processing fee requests and check returns.

Working hours: (A) Daily from Monday to Friday - 8:00 a.m. to 5:00 p.m. (B) Total hours in workweek 40 This position is not eligible for teleworking.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the terminology, principles and analytical techniques of administration and business management.
  • Ability to understand and apply applicable regulations, policies and procedures relating to office and business programs.
  • Ability to orderly compile and analyze data for use.
  • Ability to plan, organize, coordinate and ensure proper completion of work assignments in accordance with established procedures and guidance.
  • Ability to troubleshoot, offer solution-oriented recommendations and solve problems regarding process improvements within established parameters.
  • Skilled in the use of Microsoft Office suite programs (Outlook, Word, Excel, OneNote, OneDrive, and PowerPoint) to complete assignments, communicate with coworkers and produce work products that meet customer expectations.
  • Ability to accurately prepare written correspondence using standardized business formats, correct spelling, proper punctuation and grammar usage.
  • Ability to organize and accurately process e-file records, update databases and other tracking instruments.
  • Ability to manage time and produce work products that meet or exceed expectations.
  • Ability to multi-task and respond appropriately to varying priorities and task complexities.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work independently or in a team setting in an efficient and effective manner.
  • Ability to effectively communicate verbally and in writing.
  • Ability to interact professionally with the public and others in a courteous, productive and tactful manner.
  • Ability to lift items weighing up to 20 pounds.

Minimum Qualifications:

  • At least 2 years of verifiable related experience in administrative support or other professional related experience. Post-secondary degrees from an accredited college or university with a major in communications, public administration, or a natural or physical science may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Valid Driver License
  • Travel is required, including overnight

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422 Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Preferred Qualifications:

  • Knowledge of the Department’s Permitting and CAP database systems and processes.
  • Knowledge of writing/reviewing/enforcing standard operating procedures.
  • Knowledge of Continuous Process Improvement and LEAN methodology .
  • Knowledge of Oculus and Oracle systems .
