ADVERTISING/WORKING TITLE: HUMAN RESOURCE ANALYST
This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in the Human Resource department.
The mission of an HR Analyst on the recruitment team is to ensure the effective and compliant management of recruitment, selection, and onboarding processes on non-certified staff. This includes assisting the HR Manager with overseeing all aspects of recruitment and selection, ensuring adherence to personnel rules and regulations, and providing support to both the HR team and management.
This position is not a telework position and is required to report to the FDC office in the area it serves.
JOB DUTIES:
- Recruitment & Selection Oversight – Independently analyses all aspects of recruitment and selection, including advertising vacancies, reviewing applications, ensuring compliance with personnel rules, veterans’ preference, and collective bargaining agreements.
- Review & Approval Authority – Reviews and approves recruitment packages, Personnel Action Requests (PARs), interview materials, and hiring documentation for compliance with policies and regulations.
- Team & Management Support – Serves as Team Lead for the Non-Security Team, backs up the HR Manager, provides guidance to managers/employees statewide, and assists OHR executive management with research, budgeting, and collective bargaining matters.
- Employee Onboarding & Compliance – Conducts new employee orientations monthly, verifies background investigations, assists with fingerprinting, and ensures proper documentation is completed for new hires.
- Data & Process Management – Utilizes systems (People First, FCIC/NCIC, ATMS, etc.) to track recruitment activity, compile reports, maintain records, and create statistical/visual data for management use.

REQUIREMENTS:

- Must have at least three years of experience in human resources, particularly in recruitment and selection; one of which must be from state government.
- Three years of experience with the People First System or similar HR management systems.
PREFERRED QUALIFICATIONS:
- Previous experience creating and interpreting statistical data and visual aids such as graphs and charts using excel.
- Previous experience hosting new employee orientation.
- Familiarity with federal and state hiring guidelines, including Veterans’ Preference.

BACKGROUND SCREENING REQUIREMENT
