MINIMUM REQUIREMENTS:

A bachelor’s degree from an accredited college or university with a major in animal husbandry, or coursework to include three (3) courses in an agricultural, physical, biological, or natural science.

Experience in regulatory inspections, quality control work or in the care and husbandry of commercial livestock can substitute on a year-for-year basis for the college education.

Requires possession of a valid Class E driver license.

Preference will be given to those with experience in the care, management and husbandry of livestock including equine or poultry.

ADDITIONAL REQUIREMENTS:

This position has regulatory responsibilities and is subject to the provisions of Section 60L-36.003, Florida Administrative Code, and Chapter 112.313, Florida Statutes.

Willingness to respond to emergency duty, whether called day or night. This emergency duty may include natural disasters or animal disease outbreaks. Willingness to be deployed from your assigned headquarters for extended periods of time (up to 30 days).

Occasional travel required.

Incumbent must pass a pulmonary function test with medical evaluation, must undergo and pass regular respirator fit-testing, and must wear a respirator when required. Will be subject to the requirements of the proper use of appropriate respirator.

Some alternate work hours required to accomplish duties and responsibilities.

JOB DUTIES:

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.

Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

INTRODUCTION: The primary duties and responsibilities of this position are to plan and direct the day-to-day work related activities of Agriculture and Consumer Protection (ACP) Specialists and Inspectors within a designated geographic area of the state. Activities are related to the division's goal of protecting the marketability of the state's livestock and poultry through specific inspection programs and other duties related to prevention, control and eradication of transmissible and communicable diseases. Additional duties include emergency preparedness, emergency management and related animal issues. This position provides a vital link between the field inspectors and management in Tallahassee.

Direct (and participate in as needed) daily work-related activities of ACP Specialists and Inspectors regarding workloads, objectives and priorities. Schedule assignments to insure adequate coverage of all job-related activities. Many of these activities require considerable time for completion and occur during non-traditional work hours (i.e., nights, weekends and holidays). Develop and implement policy to ensure that safety procedures are followed at all times. Supervision of activities includes but is not limited to: scheduling staff to ensure adequate inspection at livestock markets, assembly points, buying stations and sales; supervising and occasionally scheduling work assignments of area inspectors regarding on-farm inspections to insure that provisions of disease control and eradication programs are carried out; scheduling work assignments for field staff; making specific assignments for conducting epidemiological investigations as needed; and delegating responsibility of scheduling work assignments to ACP Specialists and Inspectors.

Review and audit all reports submitted by subordinates and submit them to the appropriate authority in a timely manner. Reports include: daily, weekly and monthly activity reports; time and attendance reports; electronic reports; receipts from purchases; travel vouchers; authorizations for expense other than travel; employee performance evaluations; inventory; and other such reports as required by appropriate authority.

Participate in recruitment, selection, training and development of field staff. Assist with implementation of training for new employees as well as continuing education for all employees. Conduct interviews and make appropriate hiring recommendations with complete personnel packages. Direct the field implementation of new recording and reporting procedures.

Consult with livestock producers, livestock market owners/managers and other interested persons for the purpose of obtaining and/or disseminating information regarding various livestock disease control/eradication program activities. Establish and maintain effective working relationships with the above individuals and the public. Coordinate regulatory activities with other bureaus within the division, other divisions within the department and with United States Department of Agriculture/Animal and Plant Health Inspection Service/Veterinary Services (USDA/APHIS/VS). Coordinate district workload and activities with the supervising veterinary medical officer.

Make periodic visits to livestock markets, assembly points, buying stations, horse sales, etc. The purposes of such visits include: observing the performance of inspectors and discussing problems and difficulties they may be experiencing in performing their duties and responsibilities; advising inspectors and market management of changes in regulations and procedures regarding program activities; conducting inspections of market facilities to verify compliance with regulations and procedures for operation; determining that regulations concerning the movement of livestock (pre and post-sale) are being followed, that diseased/suspect/exposed animals are being handled according to regulations and that buyers and shippers are in compliance with regulations pertaining to movement of restricted livestock; and correcting any discrepancies found relating to violations of regulations and procedures.

Accompany and observe employees as they perform their assigned duties. The purposes of such contact include: verifying that inspectors are performing their duties and responsibilities in accordance with established procedures and policies; assisting inspectors on occasions when additional help is needed to complete assigned tasks; and assisting inspectors in enforcement efforts relating to producer compliance; and ensuring that safety and bio-security procedures are being followed.
