Your Specific Responsibilities:

This is a highly responsible professional position as the budget coordinator in the Violence and Injury Prevention Section, Bureau of Family Health Services, Division of Community Health Promotion. This position reports to the Section Administrator. Duties include, but are not limited to, the following:

Responsible for developing, tracking and reporting for the Violence and Injury Prevention Section budget, by funding source, category, and state/federal fiscal year. Coordinates the development and implementation of methodologies for allocating VIPS funds. Other responsibilities include but are not limited to tracking all VIPS allocations and expenditures; conducting analysis of surplus/deficit expenditures to ensure appropriate utilization and timely spending; allocation of budget authority and the Annual Operating Budget; preparation of data and budgetary analyses via assignments; and dissemination of budget information as appropriate. Develops requests for budget amendments to optimally utilize VIPS funds. Coordinates with Bureau and Division Budget Coordinators.

Serves as a federal grants manager. Responsibilities include preparation, writing, and routing the federal grant applications and annual reports, particularly the Notice of Intent to Apply (NOI), and budget narrative, and development of required forms such as SF424A, etc. Entering grant applications into the appropriate retrieval system, such as Grants.Gov or CDC Portal.

Provides technical assistance and advisement to staff and providers on budgetary issues identification of administrative policies and procedures to be implemented in the provision of program services; resolution of problems presented by the providers and program evaluation and analysis. Assists in the preparation and writing of the federal grant applications and annual reports, development of legislative proposals, legislative bill analyses, and administrative rules. Provides input into the development of plans for the allocation and expenditures of program funds.

Required Knowledge, Skills, and Abilities:

Knowledge of violence and injury prevention; data collection and analysis; contract management; purchasing rules and procedures; ability to collect; evaluate and analyze data to develop alternative recommendations; ability to form consensus and solve problems; work effectively within a time sensitive environment; document workflow and other activities relating to the improvement of operational practices; create and organize information into logical formats for presentation in reports, documents, and other written materials; create and conduct training programs that result in positive feedback from attendees; ability to create effective promotional and educational documents including brochures, newsletters, etc.; conduct fact-finding research; utilize problem-solving techniques; works independently; ability to read, interpret and apply applicable federal, state, and departmental rules, regulations, standards, policies and procedures; plan, organize, and coordinates work assignments; writes and communicates effectively and establishes and maintains effective working relationships with others (strong communications skills - both written and orally). Proficient with Microsoft Word, Excel, PowerPoint, and Outlook.

Qualifications:

Contract Manager - Serves as contract manager as required by section 287.057(15), Florida Statutes (at discretion of Section Administrator). Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
