The Palatka Housing Authority (PHA) is seeking a highly qualified candidate for the position of Chief Financial Officer. The agency functions with an annual operating budget of $ 4.5 million and a staff of 17 employees. PHA administers 407 Housing Choice Vouchers, 422 units of Public Housing and a supportive services program for residents. The Housing Authority Board of Commissioners is composed of 5 members. PHA has been a HUD high-performer in SEMAP and PHAS since 2018. The agency serves the community of Palatka and seven other communities in Putnam County, Florida.

Palatka is the county seat of Putnam County. The 2020 Census showed Putnam County with a population of 73,321. The county is centrally located in Florida between Jacksonville, Gainesville, St. Augustine, and Daytona Beach. The St. Johns River flows through the county and is the longest river in Florida (310 miles long) and is the most significant commercial and recreational river in Florida.

The job description can be found on the agency’s website at The candidate must have a Bachelor’s Degree in Accounting, Finance, Business or a closely related field. A Master’s Degree in one of these academic areas is preferred. The candidate must have seven years of relevant experience in business, finance, or accounting. Five years of increasingly responsible experience in these disciplines is preferred, with at least two of the years being with a public agency, housing authority, nonprofit, or for-profit affordable housing provider. An equivalent combination of education, professional certifications, and experience may be considered.

The salary range is $105,000 to $125,000, depending on the qualifications and experience of the candidate.
