General Definition of Work
Responsible for overseeing the Agency’s cash management activities, including daily cash positioning, bank account administration, and payment processing. Manages banking relationships, administers the corporate credit card program, and oversees treasury technology platforms. Provides back-office support for investments, including recording and reconciliation of transactions, and serves as backup for investment operations when needed. Work is performed under the limited supervision of the Treasury Manager.

Essential Functions
Manage the Agency’s banking relationships, including account openings, closings, maintenance, and signatory updates. Oversee the implementation of new banking services, resolve issues, and coordinate with departments on treasury-related matters.
Serve as primary administrator for online treasury platform and banking portals. Maintain and monitor the automation platform for payment and treasury processes, coordinating with IT and vendors to resolve issues.
Oversee daily cash positioning and short-term liquidity to ensure adequate funding. Maintain and refine cash flow forecasts to support funding decisions, investment activity, and debt payment requirements.
Process and oversee all payment types, including wires, ACH, and check deposits. Enter transfers, manage voids/reversals, and work with Accounts Payable to resolve payment errors or inquiries.
Manage 70+ banking accounts for all depository, custody, trustee, and investment services. Monitor account structures, bank fees and earnings, and fraud activity to ensure effective cash management and prevent financial loss.
Administer the corporate credit card program, including account setup, cardholder changes, limit adjustments, transaction reviews, and policy compliance. Serve as the primary contact for employees and the provider to resolve issues.
Assist with monthly investment and treasury reports. Track treasury metrics to identify trends for cost savings or enhancement opportunities.
Assist and support accounting and audit with month-end and year-end processes.
Assist and support pooled loan program to include pooled loan transactions and investments. Coordinate pooled loan account activities, working with members and trustees to ensure proper funding and documentation.
Handle all back-office investment functions in treasury platform system, including entering investment trades, set up contracts and accounts, posting interest, and updating market rates. Ensure all activity reconciles to the bank.
Work with the Investment Manager, banks, and brokers to ensure smooth trade settlements.
Learn investment processes to provide backup coverage for investment operations when required.
Knowledge, Skills and Abilities
Thorough knowledge of cash management practices, payment processing, and bank account administration. Familiarity with Treasury Management Systems (e.g., FIS Integrity) and online banking platforms. General knowledge of standard office equipment; ability to make mathematical and financial computations; and the ability to establish and maintain effective working relationships with associates, members and the general public.
Education and Experience
Bachelor's degree in finance, accounting, business administration, or related field with coursework or concentration in Treasury Management, Financial Markets, or Banking. Minimum 3 years of experience in treasury, cash management, banking, or related financial operations, or equivalent combination of education and experience.
Physical Requirements

standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the

analyzing written or computer data and observing general surroundings and activities; work is generally in a
moderately noisy location (e.g. business office, light traffic).
