Location: The position will be filled in Fort Lauderdale.

Annual Salary: $65,000. Internal salary appointments are determined according to DCF Salary policy.

Position Description: This is highly responsible managerial position charged with leading the activities of the Regional Economic Self-Sufficiency Program office. The incumbent reports directly to the Regional Program Director and is responsible for program planning. The Program Manager provides leadership and support to the region’s program office staff and direct supervision of the Operations and Management Consultant Managers responsible for quality assurance, training, policy, and data management and analysis.

Typical Duties:

COMMUNICATION: Demonstrates models and reinforces the agency's values of integrity, accountability, quality, urgency, responsiveness, choice empowerment, personal responsibility, collaboration, innovation and state fundamental values of fairness, cooperation, respect, commitment, honesty, excellence and teamwork. Maintains effective working relationships with operational and Program Office staff to ensure coordination and delivery of operational support to meet program goals. Works with community and other external and internal resources to support the Economic Self-Sufficiency programs. Represents the Region on community and or agency committees. Meets with community agency representatives to identify issues and ensures coordination between agencies. Responds to requests, inquiries, and complaints from the community in a timely manner.

SUPERVISION: Manages and provides leadership, guidance, and supervision to all direct reports responsible for policy interpretation and dissemination, quality assurance activities, the development and delivery of training, and data management and analysis. Supports and exemplifies a positive and ethical work environment which allows all employees to achieve their full potential in carrying out the agency's mission and values.

Ensures succession planning by identifying an individual and an alternate that can be trained and coached as potential replacements. Utilizes those individuals as back-ups and provides developmental opportunities for those individuals. Ensures that all subordinates similarly develop back-ups that are appropriately trained. Maintains a workplace atmosphere that promotes and rewards creativity, innovation and performance.

PROGRAM PLANNING AND DEVELOPMENT: Directs Economic Self-Sufficiency Program quality assurance and quality improvement plan activities within the Region. Serves as a Change Agent and manages the development of new Economic Self-Sufficiency programs and improvements in existing programs to meet customer needs more effectively and efficiently. Coordinates Program Office activities and strategic planning efforts, and works in partnership with operations to ensure performance planning is achieved. Participates in regional and or circuit performance reviews as directed by the Economic Self-Sufficiency Program Director. Directs program office staff to work closely with operational units to develop innovative and sound strategy for improved program performance.

PROGRAM SUPPORT AND TECHNICAL ASSISTANCE: Directs and coordinates appropriate, timely, and effective training to operational staff, providers and community partners within the region. Coordinates data collection and analysis to assess and improve regional performance in key indicators. Provides insight and analysis on system and performance gaps and ensures the dissemination of data and reports that provide substantive information on program performance and activities. Ensures program office staff work in collaboration with operational management teams in the development of Management Evaluation (ME) and Food and Nutrition Services Corrective Action Plans (CAP). Maintains regional CAPs and initiates monitoring activities to ensure compliance.

BUDGET AND FISCAL RESPONSIBILITY: As directed by the Economic Self-Sufficiency Regional Director the incumbent serves as a budget entity team member; identifies budgetary problems, recommends solutions, and coordinates expenditures in accordance with established procedures.

Performs other related duties as directed.

Minimum Qualification: At least five years experience in OESS and 2 years of management experience.
