The Work You Will Do:

Planning Specialist II – District Four / Transportation Development / Planning & Environmental Management/Transportation Planning & Environmental Management

This position will be responsible for conducting reviews of transportation planning documents and working with internal offices and external agencies.

Annual Salary Range:

$53,084.07 - $68,697.03

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.

Your Specific Responsibilities:

Participates in unit activities associated with the implementation of State growth management laws and processes. Applies current federal and state laws, rules/regulations, and policy initiatives. Coordinates with Department staff and other transportation professionals on issues involving development projects and the use and application of growth management tools that promote mobility along with supportive land uses. Participates in development review activities, with an emphasis on identification and mitigation of impacts to the Strategic Intermodal System (SIS) and other regionally significant transportation facilities.

Participates in activities relating to the review of comprehensive plans, Land Development Regulations, land use changes and local development projects with a focus on ensuring an interconnected transportation system and preserving the integrity of the State Highway System. Represents or assists the Department on growth management related matters before local governments, elected or appointed advisory public bodies and other transportation stakeholder groups. Participates in the Intergovernmental Coordination and Review process for grants and projects.

Represents the Planning and Environmental Management Office on various committees, teams, and initiatives to promote a safe and connected transportation system. Participates in the development and implementation of statewide plans, programs and procedures including public involvement and planning activities, as needed. Reviews technical reports and studies.

Participates in policy planning initiatives and innovative planning concepts relating to regional/multimodal planning projects, improving transportation-land use linkages, and implementation of the Strategic Intermodal System (SIS). Participates in regional and systemwide planning efforts including needs assessments and project prioritization. Participates in the development of long-range transportation plans.

Manages consultant contracts. This entails developing project scopes of service, facilitating contract negotiations, work order preparation, product review, scheduling of activities, preparing consultant evaluations, and invoice approval and processing in accordance with Department and Statutory requirements. Participates in project coordination meetings, statewide teams, and technical advisory committee meetings as appropriate. Responsible for consistently and concisely tracking status of assignments and preparing progress reports. Collects data, organizes, and maintains databases, catalogs, and filing systems for technical reports and documents.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

  • urban transportation systems planning process, terminology, analytical techniques, and principles.

Minimum Qualifications:

  • Two years of experience in the field of transportation, planning, public administration, engineering or logistics. An associate’s degree in one of the related fields listed above can substitute for two years of required experience.
