Engineering Aide
Description
NATURE OF WORK
This classification involves providing office and technical support for the engineering staff of the assigned department for the City. An employee in this position performs a variety of duties based on assignment such as: entering data; assisting in permitting; calculating rates; researching records; working on bids; processing purchase orders, invoices, and payments; visiting project sites; maintain records; providing reports; renewing licenses; and responding to inquiries for information. This position also assists with assigned programs, prepares letters, sorts mails, and assists with other clerical tasks.
Examples of Duties
ESSENTIAL JOB FUNCTIONS
- Participates in the maintenance of department engineering records and reports; files and retrieves material; maintains records; and posts data to records.
- Enters data, prepares formulas, and hyper-links files among computer programs, such as Microsoft Excel, Microsoft Outlook, and Microsoft Word.
- Researches records.
- Tracks engineering permits and plan review submittal packages.
- Prepares and coordinates the developer packets for execution for projects.
- Compiles, calculates, and provides requirement information for permits.
- Reviews proposed developments and calculates plant connection fees in accordance with the technical requirements of assigned area; coordinates with other City departments.
- Provides technical review and recommends approval for developer completed documents.
- Reviews required submittals for pre-construction meetings.
- Coordinates schedules and attends the pre-construction meeting; prepares meeting minutes; and then disseminates appropriately.
- Provides assistance and direction to the development community, contractors, and residents regarding the processing of engineering plans, permits, and documents.
- Collects compiles and participates in the analysis of information relative to department project studies; assembles and prepares collected data for further use; maintains daily and monthly records; and reports work progress and test results.
- Processes related purchase orders, invoices, and payment paperwork.
- Keeps track of related budget and expenses.
- Conducts field inspections as requested.
- Operates office equipment including personal computers, fax machines, copiers (including the Blueprint copier), and calculators.
- Sorts and distributes internal and external correspondence to staff; answers technical questions regarding engineering projects; and provides general information to the public.
- Assists in renewing required licenses of City facilities and parks.
- Maintains and updates the City's copy of the Flood Insurance Rate Map.
- Assists in maintaining and administrating assigned programs.
- Accepts and reviews applications for easements.
- Prepares various technical letters and memos for signature.
- Performs related work as required.
Requirements
EDUCATION
- High school or vocational school diploma or GED.
- Some college level course work in engineering technology desired.
EXPERIENCE
- Two (2) years of work experience in support of engineering related work.
- Experience in working on construction/engineering project permitting desired.
- Certifications desired: DEP Stormwater Management Inspector Certification; Floodplain Manager Certification.
PHYSICAL REQUIREMENTS
Work Environment:
- Duties are general performed in a standard office environment with minimal exposure to adverse environmental conditions. May be required to occasionally on work evenings, weekends or holidays.
Physical:
- On occasion, will be required to do field work associated with projects; duties may require exposure to the environment and physical exertion. Testing and routine assignments may require exposure to pressurized piping and electrical/electronic equipment and involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (20) pounds. Descending and climbing stairways and extended periods of sitting or standing observation may be required during field activities.
Sensory:
- Must possess the ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing.

KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of standard terminology, techniques, and practices of civil engineering technology.
- Knowledge of materials, principles, practices, equipment, and tools used in the area of assignments.
- Skill in using Office and department software.
- Ability to make independent investigations of engineering files to answer technical and general questions as they pertain to the status of development projects.
- Ability to read and interpret construction plans, surveys and sketches, blueprints, and other related documents.
- Ability to interpret and explain City codes and regulations firmly, tactfully, and impartially, as they may be applicable to engineering projects and issues.
- Ability to comprehend and review engineering plans, surveys, and legal description for accuracy and completeness.
- Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials, and members of diverse cultural and linguistic backgrounds.
- Ability to perform complex mathematical computations and complete simple drawings.
- Ability to understand and follow oral and written instructions.
- Ability to organize and maintain tracking systems for complex projects.
