Beach Safety Responder Lifeguard

DescriptionThis position participates in the Department's beach safety activities and operations.
Examples of Duties- Provides emergency care and First Aid treatment until the arrival of emergency medical personnel.
- Carries out dry-land and in-water missing person searches and other safety interventions and preventive actions as required to prevent death or injury, minimize risk, and maintain public safety.
- Operates a patrol vehicle on the beach to monitor patrons, with particular attention to swimmers; acts immediately and appropriately to secure the safety of patrons; carries out the rescue of persons in difficulty or distress; informs command staff with back-up is required.
- Educates the public about beach safety and the beach flag warning system; advises patrons of dangers and providing advice to minimize risks.
- Assesses and monitors prevailing surf conditions; communicates with command staff regarding changes to the beach safety flag; changes flags as directed.
- Completes daily incident and activity reports.
- Enforces City ordinances pertaining to the beach.
- Performs related duties.
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Possession of or ability to readily obtain a valid driver's license issued by the State of Florida for the type of vehicle or equipment operated.
- Possession of or ability to readily obtain and maintain USLA Open Water Guard certification, CPR certification, and Emergency Vehicles Operator certification.
KNOWLEDGE REQUIRED BY THE POSITION

- Knowledge of emergency medical protocols, principles, and standards.
- Knowledge of related City codes and ordinances.
- Knowledge of the beach flag system.
- Skill in decision making and problem solving.
- Skill in public and interpersonal relations.
- Skill in the operation and maintenance of assigned vehicles and equipment.
- Skill in oral and written communication.
- The work consists of related code and safety enforcement duties. The number of beach patrons contribute to the complexity of the work.
- The purpose of this position is to participate in the Department's beach safety programs and activities. Successful performance helps ensure the safety of the general public.
- Contacts are typically with co-workers, other City personnel, beach vendors, and members of the public.
- Contacts are typically to give or exchange information, resolve problems, provide services, and educate the public.
- The work is typically performed while intermittently sitting, standing, stooping, or walking. The employee frequently lifts heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, etc. The work requires the use of protective devices such as masks, goggles, gloves, etc.

PTO Leave : Leave begins accruing immediately; however, cannot be used until three (3) months of service has been completed: The schedule varies slighter for Fire Fighters. Years Of Service Completed Annual Leave Cap Available less than 5 years: 152 hours 5 to 9 years: 176 hours 10 to 14 years: 200 hours 15 to 19 years: 224 hours 20 + years: 248 hours At the end of the year, any unused PTO leave will be placed in your PTO bank (up to 380 total hours). Time will be accrued bi-weekly & shown on each paycheck. After the 380 hours are filled, any unused PTO leave will be lost and cannot be used the following year. RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on your credited service and average final compensation. See General Employees' Pension Plan Summary for more details.
