We are seeking a Business Management Coordinator to support financial planning, asset accountability, procurement coordination, and property management activities across Florida’s Turnpike Enterprise .
This role operates within the Business Management function and serves as a central coordination point for budget tracking, encumbrance management, procurement activities, and asset lifecycle management. The position ensures funding is properly planned and executed, assets are accurately tracked, and procurement activities are coordinated in accordance with FDOT policies and audit requirements.
The Business Management Coordinator supports program delivery by connecting funding, procurement, and asset tracking to operational needs while maintaining strong financial and property management controls.
Your Impact

• Improve funding accuracy through encumbrance and invoice coordination
• Strengthen asset and property accountability
• Support timely procurement and deployment of assets
• Ensure compliance with FDOT financial and property management requirements
• Improve coordination between business management, operations, and contract development
• Maintain accurate asset inventory and lifecycle documentation
• Support predictable delivery through strong financial and asset controls
Key Responsibilities
- Prepare, monitor, and manage budgets including:
- FCO
- Work Program
- CIP
- Other program-related funding sources
- Forecast, track, and analyze expenditures and variances
- Maintain budget tracking tools and reports
- Support development of financial status updates and projections
- Monitor funding utilization and identify potential shortfalls
Invoice & Encumbrance Coordination
- Ensure correct funds are used during invoice processing
- Review documentation for accuracy and compliance
- Track expenditures against encumbered funding
- Coordinate with Contract Development staff on encumbrance timing and contract information
- Enter encumbrances for contracts and purchase orders
- Partner with Program Administrator on development of encumbrance performance plans
- Monitor funding balances and contract burn rates
Property & Asset Management
- Manage the property management program and inventory cycle
- Maintain asset records in AMIS, PMRS, and FLAIR
- Track property inventory including:
- Location
- Description
- Serial number
- Manufacturer
- Lead maintenance of property records and documentation for submissions
- Coordinate property inventory reconciliation activities
- Oversee property surplus processes
- Ensure adherence to policy and audit requirements
Procurement & Asset Coordination
- Coordinate procurement requests from initiation through completion
- Track purchase requests, quotes, and approvals
- Coordinate purchase order creation and tracking
- Verify delivery and completion of purchases
- Support invoice reconciliation and payment documentation
- Coordinate MOAs, IRRs, and supporting procurement documentation
- Maintain procurement tracking logs and status updates
Program Support & Reporting
- Maintain tracking logs for budgets, procurement, and assets
- Develop status reports for leadership
- Monitor procurement timelines and funding usage
- Support audit documentation requests
- Assist with process improvements for financial and asset workflows

Here's what you'll need
- Associate or Bachelor’s degree in Business Administration, Finance, Accounting, Engineering, Engineering Technology, Construction Management, Public Administration, or related field
- Minimum 4 years of experience in budget tracking, financial coordination, procurement support, asset management, or business operations
- Experience supporting multi-source funding programs
- Experience with financial tracking and reporting
- Strong proficiency in spreadsheet development, tracking tools, and data organization
Ideally, here’s what you will also have:
- Experience supporting transportation or infrastructure programs
- Experience with FLAIR, AMIS, or PMRS systems
- Experience with government procurement and encumbrance processes
- Experience with property or asset management programs

Posted Salary Range: Minimum
65,000.00
Posted Salary Range: Upper
80,000.00

The base salary range for this position is $65,000.00 to $80,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
