Overview:
The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combatting illegal gambling activities.
The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members. The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

Position Duties and Responsibilities:
The Regulatory Analyst IV, working under the direction of the Audit Administrator and Chief of Revenue & Auditing, provides support to the FGCC’s Division of Pari-Mutuel Wagering.
The duties are as follows:
Plans and executes comprehensive compliance audit engagements for slots, cardroom, and pari-mutuel operations of licensed pari-mutuel permitholders, adhering to the Florida Administrative Code, Florida Statutes, Generally Accepted Government Auditing Standards (GAGAS), and the Office of Revenue & Auditing Standard Operating Procedures (SOP) and guidelines.
Develops detailed workpapers and formal audit reports, ensuring thorough documentation and analysis, which are subsequently reviewed and approved by audit managers.
Prepares final audit opinions to be presented to the permitholders, reflecting a rigorous evaluation of compliance and operational integrity.
Leads and coordinates assigned audit staff on audit engagements where the Regulatory Analyst IV serves as the audit team leader. Provides regular updates to the Audit Administrator and Chief of Revenue & Auditing on the status of ongoing audit assignments.
Seeks guidance from audit managers on any issues encountered during audit procedures. Based on feedback, determines if audit scope is sufficient or if further testing is needed to accomplish the audit objectives.
Travels and makes all necessary arrangements for overnight stays to various locations in Florida to perform the on-site portion of slots/cardroom/pari-mutuel compliance audits, ensuring thorough examination, collection of evidence, in-person inquiries, and assessments of the audited facilities and operations.
Conducts peer reviews of audit workpapers and files from compliance audits assigned to and completed by other regulatory analysts, ensuring quality control and adherence the Bureau of Revenue & Auditing standards. Reviews findings and documentation to ensure thoroughness, accuracy, and proper support for the conclusions reached.
Assists the Audit Administrator and/or Chief of Revenue & Auditing as needed for various projects, including but not limited to revising audit programs to incorporate regulatory changes, working on special projects, and piloting new audit procedures for future implementation.
Engages in cross-training and provides support for other Pari-Mutuel-related duties such as totalisator data input and reconciliation, Statute and Rule reviews, workshops, and monitoring commission meetings and final orders that may impact auditing procedures or requirements.
Successfully completes and maintains Continuing Professional Education Credits (CPE) and other Division-related training courses as assigned.
Performs other related duties as required.
Required Knowledge, Skills, and Abilities:
Knowledge of and ability to understand and apply applicable Florida Statues, rules, policies and procedures;
- Knowledge of accounting and auditing procedures, methods and principles;
- Writing and effective communication skills;
- Ability to examine and audit financial records;
Ability to provide technical assistance and advice to co-workers and the public; and
Ability to create spreadsheets in Excel and utilize Word and basic agency computer programs, including the agency’s licensing system, document management system (OnBase) and other subsidiary ledgers.
Minimum Qualifications:
Four (4) years of audit, compliance, or regulatory experience. Professional studies from an accredited college or university in a business-related field may substitute on a year-to-year basis for experience.
Valid Driver’s License.
Ability to travel 25% of the time.
Note: Experience in information systems (IT), a degree in information technology/computer information systems or related, knowledge of Firewalls, VPN, Data Loss Prevention, and IT Security Audits and/or IT related certification such as Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM) or similar, may also substitute the required experience on a year by year basis.
Note : Florida Statute 16.713 prohibits individuals who previously worked for a licensed PMW facility and held a permit or license under Chapters 550, 551, or 849 from being employed by the Commission for at least two years prior to their appointment.
