Duties and Responsibilities
The Bureau of Administrative Reviews (BAR) is dedicated to improving the safety of Florida's roadways, while at the same time providing excellent customer service and a fair and impartial due process for drivers whose driver license or driving privilege is suspended, revoked, canceled or disqualified.
As an Administrative Hearing Officer I, you will conduct administrative review hearings under oath to make determinations for possible reinstatement of driver licenses in accordance with Florida Statutes and FLHSMV policies and procedures. This level of hearing officer traditionally handles the more basic types of administrative hearings, to include review waiver hearings, expedited reviews, and restricted license (hardship) hearings of lesser complexity. On occasion, additional types of hearings may be conducted. As an Administrative Hearing Officer I, duties and responsibilities will also include but not be limited to managing a complex caseload that is subject to strict deadlines, preparing and maintaining case files, researching case backgrounds, reviewing and evaluating testimony and evidence, analyzing information from various sources to make sound decisions, writing and issuing final orders and documenting decisions and outcomes of hearings.

- Possess strong communication and active listening skills - able to express ideas and facts clearly and be able to convey complex or detailed information to customers with varying levels of understanding of the administrative hearing process.
- Value attention to detail, organization and prioritization - be thorough in accomplishing tasks and be able to plan and organize time and resources effectively to meet deadlines and statutory requirements.
- The ability to analyze and comprehend a variety of legal and non-legal information to aid in making sound, well-informed and objective decisions. This includes review of driver history records, investigation reports, FLHSMV policies and procedures, administrative rules, and Florida Statutes.
- Possess discretion and integrity - able to handle sensitive information and maintain confidentiality.
- The ability to proficiently operate various technology applications, such as Microsoft Office, and possess the ability to learn new software.
Preferred Qualifications
Preference will also be given to applicants who have experience:
- Experience analyzing and interpreting information from different sources to make decisions and draw conclusions on various subject matter. Additional preference will be given to those with experience analyzing and interpreting Florida Statutes.
- Experience preparing written correspondence and reports.
- Experience creating and maintaining case files/a document filing system.
- Experience in customer service dealing with customer questions or complaints.
- Experience working in a legal office setting.
Job Related Requirements
- High School Diploma or GED equivalent.
- This position requires the incumbent to have and maintain a valid driver's license in good standing. This means there can be no cancellations, suspensions, or revocations for a minimum of three years prior to employment and for the duration of employment. There can be no more than three chargeable crashes or any violation of Chapter 316, Florida Statutes, during any consecutive three-year period prior to and throughout employment.
- Ability to operate a state vehicle.
- Occasional travel to include overnight travel may be required.
- The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant's criminal and juvenile delinquency records, even those that have been sealed or expunged.

General Information
- The elements of the selection process may include a skill assessment and/or oral interview.
- Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI's Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
- FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
