Position Overview and Responsibilities:

This is a second level intermediate environmental professional position reporting to the Environmental Administrator. The employee in this position is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. The employee in this position will be responsible for implementation of portions of the Petroleum Restoration Program. Travel to county offices may be necessary. The duties of the position are as follows:

  • Assists in the administration and oversight of specific Local Programs (Contracted Entities) where a higher level of review is required.
  • Reviews assigned Contracted Entities contract work products for technical adequacy and conformance with Chapter 62-780, F.A.C., and applicable Department guidance and procedures.
  • Serves as Department’s liaison with assigned Contracted Entities contract offices by providing ongoing guidance, clarification, updates and training regarding the Petroleum Restoration Program.
  • Monitors and track performance of assigned Contracted Entities.
  • Conducts evaluations of Contracted Entities through administrative auditing and data analysis.
  • Ensures that Contracted Entities are reviewing and processing reports, scopes of work, task assignments and other necessary documents within established time constraints and ensure that STCM and OCULUS are updated appropriately.
  • Responds to requests from government, private firms, and the public concerning program/project activities.
  • Assists in the preparation of annual Local Program reconciliation of previous year local program task assignments, verifying sites that were worked on, levels of effort for the sites and payments made to local programs.

Required Knowledge, Skills, and Abilities:

  • Skilled in using personal computers for word processing and/or data analysis.
  • The ability to communicate effectively verbally and in writing.
  • The ability to establish and maintain effective working relationships with a diverse group of professionals
  • The ability to plan and organize a complex workload.
  • The ability to understand and apply applicable rules, regulations, policies and procedures.
  • The ability to analyze and interpret scientific data.
  • The ability to provide guidance to contracted staff within the petroleum program on complex projects or policies.
  • Strong Microsoft Excel skills.

Minimum Qualifications:

  • At least four years of verifiable experience in engineering, environmental science or natural sciences. Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required four years of experience on a year-for-year basis.
  • Valid Driver’s License
  • Travel is required.

Position of Special Trust Requirement:

The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.

Preferred Qualifications:

Two years of regulatory inspection/compliance/permitting or other related experience.
