Department: 1140 GRU - Major Maintenance Group Salary Range Minimum: $29.36 Salary Range Maximum: $44.72 Closing Date: 04/11/2024 Job Details: This is skilled technical work of a complex and diverse nature providing scheduling, planning, reporting, inventory and procurement services for power plant maintenance for three Energy Supply Facilities. The work requires detailed knowledge related to the principles, practices, techniques and methods in the maintenance and operation of major power plant equipment and associated items.Positions allocated to this classification report to the Manager of Outage and Major Maintenance and work under general supervision. Work in this class is distinguished from other classes by its advanced technical skills, problem solving and judgment skills, and broad knowledge base in mechanical, electrical and instrumentation maintenance practices. : SUMMARY Skilled technical work of a complex and diverse nature providing scheduling, planning, reporting, inventory and procurement services for power plant maintenance for three Energy Supply Facilities. The work requires detailed knowledge related to the principles, practices, techniques and methods in the maintenance and operation of major power plant equipment and associated items. ESSENTIAL JOB FUNCTIONS Receives, codes, reviews, and processes new plant work orders using established planning guidelines and computerized maintenance management system (CMMS). Interfaces with plant operations supervisors to pre-schedule equipment outages and coordinate proper lock out/tag out, venting, draining etc. of equipment for scheduled maintenance activities by plant maintenance personnel. Administers the day-to-day and outage maintenance planning requirements, including preparing and maintaining outage Gant charts, and tracks and produces various maintenance reports using the plant or corporate-based CMMS systems. Maintains records and logs and produces routine reports from written information or utilizing computer resources. Initiates updates to plant work packages and drawings based on changes made from completed maintenance work. Develops and maintains job and job task work packages for the preventive maintenance programs. Interprets original equipment manufacturer prints, manuals, and illustrated parts breakdowns. Plans, schedules and facilitates maintenance-related meetings. Utilizes and maintains equipment and vendor files, and creates new component level files for equipment; meets with vendors, manufacturers, and plant employees as required to determine material needs and specifications. Works with purchasing division/warehouse personnel to order and manage blanket purchase orders, routine purchase orders, expedited purchase orders, emergency purchase orders, and contracts; follows up with vendors on materials requested, but not received; and coordinates the return or stocking of leftover non-stock parts and equipment. Initiates, prepares, and processes documents to generate purchase requisitions for non-stock material purchases; provides input and recommendations for source justification, proprietary, standard, and original equipment manufacturer purchases; and researches stock items to provide adequate manufacturers part information in inventory management system. Participates with maintenance crews, engineering staff and contractors on process improvement activities. Maintains a professional attitude and customer oriented approach to effectively communicate information with various personnel, including plant engineers, project engineers, managers, and maintenance and operations personnel. Maintains unit outage and inspection manuals, OEM service bulletin manuals, steam turbine maintenance history and safety valve inspection manuals. Attends training courses to learn maintenance planning and management requirements of power plant facilities and related support equipment. Provides maintenance planning training and instruction to plant personnel and advises respective managers and supervisors of an employee's training progress and level of knowledge, skills and abilities. Complies with information provided on Material Safety Data Sheets for all products. Handles and stores items properly. Observes and adheres to proper lockout/tagout of plant equipment and systems in accordance with clearance procedures, policies, and practices. Responds to emergency situations. Attends work on a continuous and regular basis. NON-ESSENTIAL JOB FUNCTIONS Assists with cleaning of plant facilities and equipment and general housekeeping. May be required to train and perform duties in emergency egress, accidental spill incidents and other safety-related emergencies. Training may include attending HAZWOPER and emergency egress training. May act in absence of the Manager or other Supervisor in the Major Maintenance Group (MMG). Performs other related duties as assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions. EDUCATION AND EXPERIENCE Graduation from high school or possession of an acceptable equivalency diploma with additional engineering/technical coursework completed, and six years in power plant maintenance, operations, or engineering of steam generating units and related equipment; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. CERTIFICATIONS OR LICENSES Licenses Valid State of Florida driver license. Certifications None. KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of principles and practices pertaining to maintenance management of various types of power plant mechanical, electrical, electronic, and/or instrumentation and controls systems and equipment. Knowledge of computer software and operating systems including, but not limited to: Windows, MS Office (Excel, Word, Access, and Outlook) and CMMS software applications used in the plant environment. Knowledge of power plant equipment systems including, but not limited to, steam turbine units, combustion turbine units and combined cycle units. Knowledge of the principles, practices, techniques and methods in the operation of major power plant equipment. Knowledge of the capability of power plant shop equipment and craft personnel job skills. Knowledge of GRU and City of Gainesville purchasing/procurement policies. Knowledge in estimating appropriate work scope, craft personnel, materials, parts and other requirements for planned work packages. Knowledge of occupational hazards, safety rules, regulations and precautions. Ability to understand and work from mechanical piping and isometric drawings, electrical and instrumentation and control schematic diagrams, construction related blueprints and AutoCAD drawings. Ability to read, comprehend, and implement work from technical bulletins, manufacturers' maintenance/repair instructions, and information relating to power plant systems and equipment. Ability to understand power plant problems and provide cost effective solutions. Ability to develop and understand critical path schedules for planned maintenance work. Ability to keep and maintain maintenance history records and electronic data bases and prepare reports. Ability to read, understand, and comply with Material Safety Data Sheets. Ability to communicate effectively, both orally and in writing. Ability to guide and train subordinate personnel in the performance of their duties. Ability to work effectively with coworkers and the general public. PHYSICAL AND ENVIRONMENTAL REQUIREMENTS To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions. PHYSICAL REQUIREMENTS Work requires normal color vision to distinguish the color and severity of many control and safety devices. Work requires the use of personal protection equipment including hearing protection, eye protection, foot protection, hand protection, head protection and use of respiratory protection including self-contained breathing units. This position requires the ability to use respiratory protection equipment in compliance with Occupational Safety and Health Administration (OSHA) regulations. Works at heights of over 100 feet on open grating or from aerial devices required, including the requirement to climb and descend stairs and ladders. Work requires physical strength and agility sufficient to safely perform all essential job functions including the ability to lift, carry, push, or pull 50 pounds without assistance and to stand, kneel and stoop. Must communicate orally, see physical surroundings, listen, hear others, respond to oral commands, and demonstrate good communication skills. WORK ENVIRONMENT Work safely with hazardous chemicals and systems, including, but not limited to: acids, caustics, water treatment and maintenance chemicals. Observes and adheres to proper lockout/tagout of plant equipment and systems in accordance with clearance procedures, policies, and practices. Work requires exposure to prolonged high noise levels requiring the use of personal protective equipment. Work may require performance of tasks outdoors under varying climatic conditions, in extreme heat; and by entering and maneuvering within confined spaces. Note: May Require Assessment(s).
