Contract Support Specialist

PRIME AE Group, Inc. ( a multi-faceted and rapidly growing architectural and engineering firm with 20 office locations and over 475 employees throughout the Midwest, Mid-Atlantic, Southeast, and Northeast areas, is seeking a qualified candidate to serve as a CEI Contract Support Specialist (CSS) in one of our Transportation offices (Jacksonville, Tampa, Lexington, Harrisburg, Columbus, Fairfax, Richmond or Baltimore).
Position Overview:
The successful candidate will perform work as a Contract Support Specialist for our FDOT projects in District 7, 1, 2, and various local jurisdictions.
Primary Responsibilities :
- The Contract Support Specialist will be responsible for oversight of the project budget as well as participate in the quality assurance of contractor's work. CSS will be required to prepare monthly and final cost estimates and compose contract change orders, maintain document control, and establish an effective working relationship with clients, contractors, and designers. Assist with MAC entry and review, tracking materials acceptance, progress, and final estimates processing and EEO compliance.
- Track the Contractor's progress on work performed.
- Prepare and process construction contract changes such as Work Orders and Supplemental Agreements, coordination with CEI staff and Contractor regarding project issues, maintain site source records for project compliance, etc.)
- Assist in the development of RFP's, LOR's, ELOI's or additional proposals as needed. Attend seminars and workshops to remain abreast of the latest industry developments. Other duties may be assigned as required to support the project team and corporate staff.
- Review and manage contract documentation in Site Manager.
- Exercising independent judgment in planning work details and making technical decisions related to the office aspects of the project.
- Familiarity with the Department's Procedures covering the project related duties as stated above and proficiency in the computer programs necessary to perform those duties.
Minimum Requirements :
- Associate or bachelor's degree in accounting, business or another applicable field is preferred. Other preferred qualifications include EIT or CMIT, PE or CCM, and Construction Quality Management.
- Minimum of 4 - 8+ years of professional experience in construction management and experience working with construction related public procurement.
- A record of increasing responsibility, progression in positions on projects. Experience with FDOT construction projects preferred.
- Knowledge of standard construction contract terms and conditions.
- Knowledge of the construction process, particularly in quality control and estimating. Ability to read and interpret plans and specifications. Familiarity with CPM scheduling and standard scheduling software. Familiarity with establishing and maintaining document control on a construction project and use of document control software. Ability to use a computer and Microsoft Office Suite. Strong writing and speaking skills. Ability to work with and establish relationships with clients, contractors, and design engineers.
- Independent judgment in planning work details and making technical decisions related to the office aspects of the project.
- CTQP Final Estimates Level II
- Experience with project management software and scheduling software, such as Project Solve, PrC, MAC, and P6 Scheduling Software. Familiarity with the EEO and OJT program preferred.
- Ability to work flexible hours to reflect the contractor's changing work schedule.
- Valid driver's license and clean driving record.
- Proficient with Microsoft Excel, Word, Adobe Acrobat.
- Excellent communications skills, both written and verbal.
- Ability to accurately track and report status when managing concurrently running projects.
- Ability to work in a fast-paced environment.
- Pre-employment drug screening is a condition of employment. Background and motor vehicle checks may be required based upon position.
Performance Expectations:
- Complete Annual Individual Training Program.
- Comply with all PRIME AE policies and procedures.
- Ensure projects fulfill ISO compliance requirements.
- Establish strong working relationships with clients, contractors, and design engineers.
- Achieve or exceed budgeted individual utilization target.
- Complete all tasks on time and within budget while fully meeting the scope.
- Operate within specified (corporate or project) budget parameters.
- Assist in negotiating contractor change orders.
- Maintain document control for correspondence, RFIs, submittals, etc.
- Oversee project schedule and budget.
- Prepare and analyze schedules.
- Prepare cost estimates.
- Read plans and specifications and understand the construction contractor's means and methods.
- Solve construction problems in the field.
- Test, document, and assure quality of contractor's work.
