The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This position serves as the Critical Infrastructure Planner for the Infrastructure Section within the Bureau of Response, responsible for conducting planning and review on critical infrastructure specific to emergency fuels and emergency shelters with the overall goal of supporting the local and statewide emergency management system’s response to natural and man-made disasters. Duties include, but are not limited to the following:

  • Assist with planning initiatives related to the Emergency Fuels Program and maintain any related reports and/or documents as required.
  • Recommend and assist in the establishment and revision of policies and procedures related to the Emergency Fuels Program.
  • Develop, update, and maintain the Operations Plan, Fuels Standard Operating Guidelines, and all guides and job aids related to the Emergency Fuels Program.
  • Perform duties related to emergency fuel planning as delegated to FDEM by Florida Statutes.
  • Assist in data review on petroleum supply, demand, consumption, allocation, and conservation functions to determine operational capabilities and gaps within local and state capabilities.
  • Assist in the preparation of strategies, proposals, and preliminary cost estimates to effectively mitigate the identified vulnerabilities and operation inadequacies.
  • Develop and maintain records and databases of state and local shelters.
  • Serve as a data collector and developer of the Statewide Emergency Shelter Plan (SESP), per Florida Statute.
  • Prepare briefing materials, presentations, and reports for leadership and stakeholder meetings.
  • Provide technical assistance to vendors, local, state, and federal partners regarding management systems utilized by the Bureau (i.e., Salesforce, WebEOC).
  • Assist in management of contract including communicating with the vendor during and out of activations, reviewing invoices and quotes, and assign tasks to vendors as needed.
  • Serve as Alternate Lead for the Emergency Support Function 19 – Emergency Fuels for the State Emergency Response Team during an activation of the SEOC.
  • Perform duties as assigned during activations of the SEOC.

In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice.

Knowledge, Skills, and Abilities:

  • Knowledge and understanding of Emergency Management principles, methods, techniques, and related statutes and demonstrated ability to implement operational emergency management procedures.
  • Demonstrated skill in exercising good judgment in emergency/critical situations and ability to make decisions quickly.
  • Demonstrated knowledge of planning principles.
  • Ability to proficiently use Microsoft Office Suite (i.e., Excel, Word, PowerPoint, Outlook, etc.) graphics, database management, and internet research using the proper technological tools.
  • Ability to coordinate multiple projects, tasks, and/or priorities.
  • Ability to communicate effectively verbally and in writing.
  • Ability to write correspondence and technical reports.
  • Ability to communicate information in a clear and concise manner, both orally and in writing, with officials at the state, federal, local government levels and non-governmental and voluntary organizations, having responsibilities in emergency management.

Minimum Qualifications:

  • A minimum of four years’ experience in Public Administration, Emergency Management, or a related field. A post-secondary degree from an accredited institution in a related field may substitute for the required experience on a year-for-year basis.
  • Experience in research and planning processes.
  • A Florida Certified Contract Manager (FCCM) certification or have the ability and willingness to obtain within the first 12 months of employment.
