Your Specific Responsibilities:
Serves as a contract manager as required by section 287.057(14), Florida Statute for program/division/county health department. This includes participating in quality improvement activities, providing ongoing monitoring, desk audits, site visits, and technical assistance for Healthy Start Coalitions and other providers to ensure contractual services have been rendered in accordance with the contract terms before processing the invoice for payment. These procedures include, but not limited to, reviewing and documenting all deliverables for which payment is requested by vendors and providing written certification of the agency’s receipt of goods and services.
Coordinates contract processes to support compliance with department requirements and timelines.
Serves as a subject-matter expert on the Healthy Start system of care and provides guidance and technical assistance to department staff, as requested.
Participates in contract drafting, negotiating, processing payments, and attending all contract related trainings. Ensures that all departmental guidelines, timeframes, and due dates are met. Serves as a backup and provides support to team members in their absence to ensure all contract related activities continue and deadlines are adhered to.
Completes other assignment, reports and duties as directed and within designated time frames.
Required Knowledge, Skills, and Abilities:
Ability to solve problems, document work flow and other activities relating to the improvement of operational and management practices; ability to organize data into a logical format for presentation in reports, documents and other written materials; ability to conduct fact-finding research; ability to utilize problem-solving techniques; ability to work independently; ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; ability to plan, organize and coordinate work assignments; ability to communicate effectively and work as a member of a team.
Qualifications:
Travel Required. Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. The incumbent may have access to records containing social security numbers in the performance of job duties.
