Job Title: DJJ Operations Consultant ( Education Contract Manager)

LOCATION, SALARY & CONTACT INFORMATION:

Location: 2737 Centerview Drive, Tallahassee, Florida 32399.

Starting Salary: $2,652.25 Bi-Weekly. ( In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee's current rate, whichever is higher).

JOB DESCRIPTION:

The Education Contract Manager is responsible for creating, managing and overseeing contracts and projects that support the Department’s education initiatives. This position provides expertise in project management, education statute, and deliverable review to ensure contracted education providers and related partners deliver high-quality outcomes aligned with agency priorities, as established by the Deputy Secretary.

  • Manage processes, contracts, and information related to education services within the agency.
  • Develop and manage project and contract plans, timelines, milestones, and performance measures, ensuring alignment with agency priorities.
  • Monitor contractor performance, including conducting content reviews of education plans to verify accuracy, clarity, and compliance.
  • Prepare and present reports on project and contract status, performance metrics, and key findings to stakeholders.
  • Identify and mitigate risks associated with contracts and projects, ensuring successful outcomes.
  • Support project planning, maintain documentation, and ensure compliance with contract requirements from inception to completion.
  • Collaborate with cross-functional teams and subject matter experts to evaluate content, recommend improvements, and ensure education services meet quality standards.
  • Ensure compliance with state policies, procedures, and contractual obligations.
  • Conduct complex management and performance studies related to education contracts and services.
  • Analyze and interpret data to assess contractor performance and educational outcomes.
  • Review department practices to enhance contract and service delivery methods, including organizational and instructional practices.
  • Identify problem areas, make improvement recommendations, and implement approved recommendations.

Assist the Deputy Secretary, Director of Education and Director of Postsecondary and Workforce Education in the ongoing and continual oversight of the Florida Scholars Academy and Florida Youth College education service provider’s implementation

and performance.

Serve as the official Clerk of the Florida Scholars Academy Board of Trustees.

  • Serve as the official recorder and custodian of Board of Trustees’ meetings, ensuring accurate documentation of proceedings.
  • Prepare and distribute agendas, minutes, resolutions, and official communications for board meetings. Creates, reviews, and seeks approval for meeting documents and presentations.
  • Take roll call and record votes on action items.
  • Maintain and organize board records, ensuring compliance with legal and regulatory requirements. Ensure the Board’s website is updated properly.
  • Act as a liaison between the Board, the department, and Florida Scholars Academy education service provider.
  • Facilitate logistics for board meetings, including scheduling, venue arrangements, and technology setup.
  • Ensure transparency and accessibility of board documents to authorized parties.
  • Research and compile reports to support board decision-making.
  • Handle correspondence, inquiries, and requests related to board activities.
  • Manage confidential information with discretion and professionalism.

Performs other related duties as assigned.

Knowledge of K–12 and postsecondary education systems, instructional practices, and curriculum development.

Ability to review and evaluate educational deliverables for quality, alignment, and compliance.

Proficiency with Microsoft Office Suite (Outlook, Word, Excel), Microsoft Project (or comparable project management software).

PREFERRED QUALIFICATIONS:

A bachelor’s degree from a college or university in education, public administration, business administration, or a related field.

Three years of project or contract management experience, preferably within an educational context.

Experience reviewing and evaluating education plans and deliverables for content accuracy and alignment with standards.

The ability to travel.
