Contracts Director

Overview: Directs, plans, establishes, develops activities and implements policies, procedures and objectives concerned with contracts for sale of equipment, materials, products, or service by performing the following duties personally or through subordinate supervisors and employees. Major Position Responsibilities: - Advises GD-OTS senior management to plan and implement business objectives to develop organization policies related to contact operations and to coordinate the contract operations function. Monitors, develops and updates policies to ensure compliance with law, regulations and Corporate directives. Develop, organize and conduct training on contract related policies and practices.
- Advises senior management on contracts function strategy; monitors, responds to, and plans for short-, medium- and long-term needs and opportunities, in areas such as personnel, training, knowledge management and technology.
- Identify Continuous Improvement opportunities for Contracts Council and organization.
- Maintain a mastery of procurement regulations and contracting principles including the latest Government regulations, standards and procedures sufficient to plan, to develop, implement, maintain and administer contracts.
- Ensures proper contract definitization, contract compliance and protection of interests in contractual and proposal matters. Manages contract activities to ensure that the assigned proposals and contracts to or with the U.S. Government and other customers comply with all requirements.
- Ensures, through personal review of proposals, that all Federal Acquisition Regulations (FAR, DFARS, etc.) or other applicable regulations are adhered to so that defective pricing actions and/or adverse publicity does not occur.
- Ensures proposals contain required cost and pricing data by ensuring the accuracy of the estimates of material, equipment, and production costs will meet the performance requirements and delivery schedules of the customer solicitation.
- Directs the analysis of contracts and past operations, trends, and costs, estimated and realized revenues, administrative commitments and obligations incurred.
- Directs the development, installation and maintenance of contract tracking that provides control of expenditures made to carry out activities such as production and labor, maintenance, or project activities.
- Provides the customer with the official vehicle for receiving contracts, contract changes and notifications.
- Directs activities concerned with Government contract status including contract cost or pricing information, amendments to or extensions of contracts, schedules, and performance data.
- Gathers costs and develops proposals for submission to customers and certifies and defends costs and prices to customers and their auditors in contract and subsequent negotiations while securing the most favorable prices and terms and conditions.
- Submits and negotiates proposals, contracts, modifications, changes, or other contractual requirements dictated by the customers.
- Manages contract activities with U.S. Government agencies such as DCMA, DCAA, etc.
- Maintains a thorough understanding of contractual practices and obligations regarding contract implementation and compliance.
- Assures prompt payment for delivered items, expedited settlement of claims and timely negotiations of changes and rapid closeout of completed contracts.
- Maintains a mastery of procurement regulations and contracting principles including the latest Government regulations, standards and procedures sufficient to plan, develop, implement, maintain and administer contracts.
- Directs the activities of subordinates ensuring that the assigned proposals, contracts, contract changes and notifications are administered in accordance with company policy and procedures.
- Manages agreement activities, i.e., Teaming Agreements, Nondisclosure Agreements, etc. Advises Program Management of contractual rights and obligations versus the processes of preparation of bids, process specifications, test and progress reports, and other exhibits that may be required for proposal submission.
Basic Qualifications: - Bachelor's degree in Accounting, Finance, Business Administration, Economics, Industrial Managment or in a related field.
- 8 or more years Government Contract Management related exp and/or training; equivalent combination of education and experience with at least 4 years staff management experience.
- Knowledge of Word Processing software; Spreadsheet software; Inventory software; Internet software; Order processing systems; Project Management software and Database software.
- Possesses a demonstrated mastery of contracting methods and contract types used in the U. S. Defense industry, as prescribed in the FAR, DFARS gained through training and previous Contract Manager experience.
- Strong computer skills, administrative data control, scheduling and team interface required.
- Strong written and verbal communication skills and teamwork required.
- Looks for ways to improve and promote quality. Manages competing demands while meeting commitments.
- Works within the highest level of integrity, ethics and safety.
- Operates under limited direction and exercises independent judgment.
- Knowledge of LCA product lines, manufacturing methods and practices and Six Sigma tools is desirable.
- Travel, including possible international travel, is required.
