Utility Safety & Training Facilitator
Gainesville Regional Utilities FLSA Exemption StatusExemptSummary This is advanced professional and technical work involving assessment, planning, developing, coordinating and implementing technical training and safety programs to meet the standards and requirements of the Utility for designated staff based on area of assignment. The position will coordinate the initial technical and safety training requirements for new hires and the annual and periodic proficiency training. The multiple positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by its emphasis on specialized, but limited, areas of proficiency and by the use of independent judgment and professional knowledge as well as required level of proficiency. ESSENTIAL JOB FUNCTIONS
- Develops, documents, implements and administers a defined set of training and safety objectives for new and existing employees to meet area job knowledge and proficiency requirements.
- Works with the area managers and supervisors/SME’s to identify, schedule and record specific training needs for individual area operations.
- Works with hiring Manager for the proper slotting of new employee coming in to a PTTP position.
- Ensures that progression process/procedure is followed and the correct supporting information is provided for review.
- Responsible for continuous development and improvement of the Energy Supply STP.
- Coordinates and develops area training curriculum and lesson plans; and conducts training.
- Provides training as necessary to achieve proficiency and operational excellence within the assigned area.
- Responsible for continuous development and improvement of the Energy Delivery Gas Operator Qualification (OQ) programs.
- Responsible for continuous development and improvement of the assigned area of PTT and SPTT programs.
- Provides intra-departmental technical support to other departments, as required.
- Maintains operational proficiency through self-study, participation in mandatory training courses as well as hands on operation and operational troubleshooting.
- Maintains a close working relationship with area Management and SME’s to help determine personnel training needs, update standard operating procedures and develop operation training classes.
- Identifies and recommends compliance safety training, education, and development of policies and procedures based on federal, state, and local laws, rules, codes, and regulations.
- Recommends, designs, develops, and coordinates the implementation of performance-based safety and/or safety training programs in response to specific city-wide, utility-wide, departmental, or divisional requests or needs.
- Recommends, develops, and maintains operating policies and procedures related to safety and technical training in response to specific city-wide, utility-wide, departmental, or divisional requests or needs.
- Conducts facility, field construction and work site safety inspections to assure compliance with Occupational Safety and Health Administration (OSHA), State and City directives, and safety manual. Takes immediate corrective action if deficiencies are observed.
- Coordinates and conducts safety training, may include contractor safety orientation and new employee orientation.
- Coordinates and develops safety training curriculums and lesson plans.
- Assesses effectiveness of occupational safety and/or safety training efforts. Evaluates effectiveness of interventions or solutions through participant feedback, test instruments, and reports.
- Reviews and researches utility vehicles, safety equipment, tools, equipment, materials, personal protection equipment, and fire retardant clothing. Provides recommendations to GRU Procurement, Stores, and Standards & Specifications of such items.Examples of Work (continued)
- Coordinates the maintenance, content, and format of safety and safety training records.
- Prepares occupational safety and/or safety training reports and notices.
- Coordinates and oversees vendor provided services and vendor provided safety training.
- Evaluates safety aspects for new operations and/or safety equipment; changes in job procedures and/or technology to meet safety requirements and if applicable, recommends changes in the safety and safety training programs.
- Identifies the appropriate division personnel and other staff to be included in reviewing workplace incidents and accidents to determine root cause and recommend corrective actions to prevent future incidents and accidents.
- Monitors and analyzes incidents and cost of personnel accidents, injuries, and property damage.
- Attends division safety committee meetings. Provides information, recommendation and guidance at the meetings. May present or provide training at division general body meetings. Coordinates/updates simulator system changes and maintenance.
- Attends conferences in order to maintain knowledge of current technology and current training program availability.
- Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
- May act in absence of supervisor.

EDUCATION AND EXPERIENCE
- Graduation from high school or possession of an acceptable equivalent diploma and seven (7) years of progressively responsible experience in area of assignment(Energy Supply, Energy Delivery, W/WW, Customer Support Services, GRUCom, IT, BFA); or
- Associate degree in an appropriate science or technology discipline and five (5) years of experience in these areas of work; or
- Bachelor degree from a four year college or university with emphasis in Engineering, Business, Safety or a physical science or technology discipline, and three (3) years of experience in the above areas of work.
PREFERRED QUALIFICATIONS:
* Experience in delivering training in an operations environment rather than in a classroom is desired.Certifications or LicensesLICENSES:
- Valid driver license required upon appointment. Valid Florida Driver License required within thirty (30) days of start date and at all times while employed in this classification.
- Preferred: Valid Commercial Driver License (CDL), Class A.
CERTIFICATIONS:
One or more of the following certifications are preferred:- Standard First Aid/Cardiopulmonary Resuscitation (CPR) certification
- Occupational Safety and Health Administration (OSHA) 500 Construction Industry Train the Trainer and 501 General Industry Train the Trainer authorization to conduct both 10 and 30 Hour Outreach Programs.
- Occupational Health and Safety Technologist (OHST) or Certified Safety Professional (CSP) certifications.Knowledge, Skills, and Abilities
- Working knowledge of area of assignment.
- Ability to maintain good relationships with others and promote teamwork.
- Ability to document operational processes.
- Ability to use teaching aids and audio/visual equipment.
- Considerable knowledge of teaching and training techniques, methods, theories and procedures.
- Ability to create and develop training using a systematic approach.
- Ability to work within a train-the-trainer environment.
- Knowledge of adult learning theory.
- Skilled in technical writing.
- Ability to make prudent and prompt decisions and take corrective action.
- Possesses excellent oral and written communication skills.
- Proficient with relevant software applications, to include but not limited to, Microsoft Office.
- Excellent interpersonal communication skills, with demonstrated strengths intact and diplomacy.
- Ability to develop long-term plans and programs and to evaluate work accomplishments.
- Ability to keep records and prepare reports.Physical & Environmental Requirements
PHYSICAL REQUIREMENTS
- Work requires normal color vision. Must be able to differentiate the colors red and green on a computer.
- While performing the duties of this Job, the employee is often required to sit or stand for prolonged periods of time.
- While performing the duties of this Job, the employee may be required to work at heights.
WORK ENVIRONMENT
- Work is normally performed in an office or plant/field environment with moderate noise levels.
- Requires periods of time where appropriate personnel protection equipment is required.
- Requires local travel to other GRU locations, industry, and developmental business venues outside of immediate Gainesville area.
- May require working outside of regular business hours, including nights, weekends and holidays.
