The Work You Will Do:
Resident Engineer / District Six / Director of Operations / District Construction / South Miami-Dade Construction.
This position will oversee construction activities within the South Miami-Dade and Monroe Construction Residency by managing personnel, projects, and consultant contracts to ensure compliance with FDOT plans, specifications, and procedures. Responsibilities include supervising staff and administrators, signing and reviewing engineering documents, conducting field visits, coordinating CEI contracts, and managing workload, deadlines, and office administration. The role also involves approving invoices, reviewing agreements and claims, coordinating The Work Zone Traffic Control contract with Florida Highway Patrol for District Six Construction, meeting with public officials, civic organizations, utility owners to review construction details, and ensuring compliance with EEO, On-the-Job Training, and DBE requirements.

Your Specific Responsibilities:
Manages, supervises and reviews all plans and specifications for projects in the residency periodically during the design phase. Manages and directs all personnel and personnel affairs for the employees assigned to the South Miami-Dade and Monroe Construction residency. Manages work load, work flow and deadlines with objectives and time utilization with employees by reviewing project information and driving to project sites to observe roadway work being completed. Ensures that all contract work is completed in compliance with pertinent plans and specifications. Supervises resident contract administrators and project administrators with decisions concerning execution of construction projects. Ensures that proper inspection is applied to required operations. Prepares As-Builts of construction projects in compliance with Florida Department of Transportation procedures. Completes on-site reviews by driving to current project sites to ensure compliance with Department policies, procedures and compliance to project plans and specifications. Supervises employees by communicating regularly, motivating, training, evaluating, planning and directing employees' work. Signs and seals engineering documents.
Coordinates and oversees the administration of Consultant Engineering & Inspection (CEI) Services contracts. Maintains and documents a continuous overview of the consultant’s performance of duties by periodic field reviews and in-depth evaluations in accordance with the Scope of Services contained in the contract and departmental procedures. Coordinates the development of Scope of Services documents for Consultant CEI projects. Oversees the negotiations of Consultant CEI contracts and any necessary supplements/amendments. Coordinates the Work Zone Traffic Control contract with Florida Highway Patrol for District Six Construction.
Coordinates job assignments to ensure adequate coverage of projects. Reviews, analyzes, makes decisions or recommendation on: contract and specification interpretations, scope and intent of contracts, time extensions and supplemental agreements and claims or disputes. Meets with contractor as necessary for project coordination/planning and claim/extra work negotiations.
Advises District Construction Engineer on progress of construction contracts, assists in evaluating and resolving time extension requests, claims and required plan changes.
Handles administration of resident construction office by ensuring the proper preparation of project and administrative documentation including: letters, memorandums, reports, supplemental agreements, work orders, etc. Ensure accurate and timely processing of monthly and final estimates. Manages, reviews and approves contract invoices. Assigns and manages vehicles and equipment utilized by resident construction personnel. This position will make field visits to conduct business activities.
Meets with public officials, civic organizations, utility owners, Federal Highway Administration officials and Department of Transportation employees to review details of construction work and interpretation of plan requirements and construction features. Drives to and attends public hearings and meetings; participates as an expert witness for the Department as required. Serves as a technical advisor for District and Statewide Value Engineering Team.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of Civil Engineering design and construction techniques, terminology, and principles.
- Knowledge of Florida Department of Transportation (FDOT) specifications for road and bridge construction.
Skills in:
- Skilled in project management of construction engineering and inspection services.
- Skilled in the interpretation of construction contracts, plans, and specifications.
Ability to:
- Ability to interpret State and federal legislation, rules, and policies related to construction program.
- Ability to supervise, lead, manage and work with diverse groups of people.
- Ability to communicate technical information verbally and in writing.
Licensure/Registration/Certification Requirements:
- Registration as a professional engineer in accordance with chapter 471, Florida statutes
Other Job-Related Requirements:
Responsible for adhering to the provisions and requirements of section 215.422, F.S., related State comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures. During a declared emergency event, the incumbent will be required to assist the district as needed. While on-duty status, the position's incumbent may be required to drive a State owned or leased vehicle to perform the duties of this position. A valid class "E" driver's license is required. This position may be required to work extraordinary hours, including nights and/or weekends.
This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
- any two (2) convictions of reckless driving in the past three (3) years;
- a suspension or revocation of the driver license for moving violations in the past three (3) years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
