What YOU Will Do:
Department of Children and Families Office of Quality and Innovation is seeking a dynamic Quality Review Manager to lead quality review teams across Florida. This high-impact role is ideal for professionals who thrive in collaborative environments and are committed to improving outcomes for children and families.
As a Quality Review Manager, you’ll play a pivotal role in shaping the Department’s quality review systems, mentoring supervisors, and influencing statewide practices. You’ll work closely with leadership, analytics, and training teams to ensure reviews are comprehensive, consistent, and actionable.
It is an exciting time to join the OQI at the Department, with processes and collaborative initiatives helping to change the landscape of child and family well-being in Florida with an integrated focus around behavioral health. The Quality Review Manager will play a key role in advancing quality improvement strategies, shaping program monitoring frameworks, and offering strategic guidance on initiatives aimed at enhancing outcomes for the individuals and families served, working in close collaboration with programmatic areas across the department.
Lead and Supervise Regional Teams - Oversee several quality review teams, providing direct supervision to Quality Review Supervisors and ensuring alignment with statewide standards.
Drive Performance and Accountability - Evaluate staff performance against established metrics; implement recognition, corrective action, and development plans to promote excellence.
Design and Refine Review Instruments - Collaborate with analytics and training teams to develop tools that are objective, comprehensive, and aligned with federal, state, and departmental policy.
Ensure Consistency Across Teams - Partner with fellow Quality Review Managers to standardize review approaches and promote inter-rater reliability across the state.
Conduct Advanced Case Reviews - Perform second level reviews to validate findings, ensure accuracy, and support continuous quality improvement.
Engage in Strategic Communication - Maintain regular dialogue with operations and program managers to assess review impact, identify trends, and support field responsiveness.
Facilitate Cross-Functional Collaboration - Work with Analytics Team, Training Team, and leadership teams to translate data into actionable insights and drive system-wide improvements.
Support Training and Capacity Building - Collaborate with the Training Team to develop and deliver curriculum for reviewers and supervisors, fostering professional growth and review excellence.
Participate in Statewide Meetings and Knowledge Sharing - Participate in statewide events to share findings, promote best practices, and elevate the visibility of the Quality Office’s work.
Champion Continuous Improvement - Identify opportunities for innovation in review methodology, reporting, and stakeholder engagement to enhance outcomes for children and families.
Minimum Qualifications, must have:
At least five years of supervisory experience within Florida’s child welfare system.
At least five years in managing/implementing continuous improvement processes.
Current certification(s): Child Welfare Professional Certification
Have experience reviewing findings from Quality Assurance Reviews or Child and Family Services Reviews, including accuracy validation, reviewer coaching, or leading findings-based discussions with staff or operational teams
Ability and willingness to work full in a full-time in-office setting.

Collaborative Leadership - Proactive in identifying key stakeholders for design, implementation, and evaluation phases. Able to foster cross-functional collaboration and motivate teams—even those outside of direct supervision—toward shared goals.
Professional Integrity and Team Engagement - Demonstrates a high level of integrity, professionalism, and dedication to the mission of the Quality Office. Values team success and actively celebrates collective achievements.
