MINIMUM REQUIREMENTS:

An associate degree from an accredited college or university; or

Six (6) months of experience in apiculture, environmental protection, regulation, or health; one of the physical or natural sciences; agriculture; or engineering.

Occasional travel, including overnight and sometimes up to two weeks at a time on an emergency program, is required.

JOB DUTIES:

GENERAL STATEMENT: This is a professional position assigned as the Grove Survey Supervisor in the Citrus Health Response Program Field Station. The incumbent is responsible for planning, assigning, supervising, directing and recording the daily operations of OPS employees in a grove survey unit of a Pest Eradication & Control Citrus Health Response Program Field Station.

Evaluates and coordinates workload and quality to maintain equity and efficiency. Institutes safety and quality controls to verify that all surveys are performed accurately and in accordance with approved procedures. Ensures that an adequate number of personnel are available to achieve the required goals and objectives. Compiles and reviews necessary reports on survey activities ensuring punctuality and accuracy. Ensures that all safety regulations and other Department procedures are followed. Recruits and assists in the selection of OPS employees to fill vacancies in assigned areas. Researches and recommends measures to improve productivity.

The incumbent spends majority of their time communicating with, motivating, providing, or coordinating training, and directing the work of subordinates. In addition, the incumbent must complete timely performance appraisals, develop accurate work plans, and timely approve attendance and leave for each subordinate. Incumbent has the authority to make recommendations for special pay increases, reclassifications, hiring, and disciplinary actions, when appropriate. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Investigates and resolves issues and problems that arise in assigned work area (examples: mapping, office space, vehicles). Communicates program goals to the public as necessary. Serves as liaison between Field Station Director and grove survey functions. Travels outside assigned work area as needed when requested by program director. Maintains organized and accurate records and files.

Assists subordinates with vehicle and office maintenance needs. Conducts and oversees safety training for all vehicles and equipment. Maintains all office and personal inventories.

Performs related work as directed by the supervisor.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of federal, state, and division policy, rules, and regulations used in plant inspection.
  • Knowledge of Microsoft Office Suite.
  • Knowledge of report writing, maps, and portable GPS receivers.
  • Knowledge of field symptoms of citrus canker, citrus greening, and other citrus diseases.
  • Skill in working with Esri GIS database, applications, GIS mapping and managing GPS files.
  • Skill in conflict resolution.
  • Skill in safely loading and/or unloading a trailer, towing it on public roads and use of other equipment (i.e., forklifts, etc.)
  • Skill in performing basic math and completion of forms.
  • Ability to apply federal, state, and division rules and regulations to relevant situations.
  • Ability to detect plant pests.
  • Ability to interpret rules and regulations.
  • Ability to organize multiple tasks simultaneously and determine work priorities.
  • Ability to compile, organize, analyze data, and assign work to ensure completion.
  • Ability to solve problems and make decisions.
  • Ability to effectively communicate verbally and in writing.
  • Ability to establish and maintain effective working relationships with others and interact with the public in a professional manner.
  • Ability to motivate, train, and direct staff.
  • Ability to work independently.
  • Ability to walk on uneven terrain.
  • Ability to work in hot, cold, wet, and/or humid weather.
