HOW WILL YOU HELP DRIVE THE FUTURE OF NATURAL GAS? 

The Director Director Design and Construction is responsible for leading the teams across the state that handle the design and construction of all new residential and commercial natural gas services and other construction activities. This role oversees ~600 Team Members and Contractors responsible for the construction of approximately 20,000 new services annually, ensuring that all projects are delivered safely, on time, and within budget. The Director is tasked with fostering a culture of safety, operational excellence, continuous improvement and process building and innovation while ensuring compliance with all regulatory requirements.

 

 

PRIMARY DUTIES AND RESPONSIBILITIES

Leadership of Design and Construction Operations 

  • Provide leadership to a team of 100 Team Members and over 500 contractors responsible for designing and constructing new residential and commercial gas services and other construction activities, including replacement programs, municipal relocations, rear service relocations, etc.
  • Oversee the annual budget of around $150M in capital projects.
  • Ensure that design and construction activities align with safety standards, project timelines, and cost-efficiency goals.
  • Collaborate with other departments such as Engineering, Operations, Safety, Supply Chain, and Technology to improve project outcomes and operational effectiveness

Strategic Planning and Continuous Improvement 

  • Lead continued performance improvement initiatives to increase efficiency and effectiveness; personal and pipeline safety; and implement improved processes and develop data- driven decision making and planning. 
  • Drive a culture of continuous improvement through the adoption of best practices, process optimization, and performance metrics.
  • Mentor and coach team leaders, fostering a collaborative environment and promoting leadership development within the department.

Project and Resource Management 

  • Forecast, plan and manage a budget of ~$150M per year, resource allocation, and timelines to ensure efficient delivery of projects.
  • Monitor progress on ongoing projects, ensuring they meet regulatory and company standards for safety and quality.
  • Identify and mitigate project risks through effective planning and resource management.

Stakeholder Engagement and Regulatory Compliance 

  • Develop strong relationships with internal and external stakeholders, including developers, contractors, local and state authorities, and regulatory agencies.
  • Ensure full adherence to federal, state, and local regulations governing gas distribution design, construction, and safety.
  • Represent the company in industry forums, regulatory meetings, and with external partners to promote transparency and collaboration. 
  • Responsible for standing up and the primary champion of the Alliance Contractor Business Partner relationships.

Operational Excellence and Performance Monitoring

  • Oversee the management operating system and opportunity resolution program to ensure continued performance improvement while delivering for customers. This includes tracking of key performance indicators (KPIs) related to safety, cost, productivity, efficiency and project timelines.
  • Implement and monitor systems that ensure the reliability and performance of gas distribution systems.
  • Drive innovation in construction techniques, materials, and technology to enhance operational efficiency and customer satisfaction.
  • Oversee quality control system as it relates to construction activities.

WHAT YOU NEED TO SUCCEED

  • Bachelor’s degree in Engineering, Construction Management, Business, or a related field.
  • 10 years of experience in gas distribution system design and construction or a similar field.
  • Demonstrated experience in managing teams and complex construction projects.
  • Minimum of 5 years in management roles overseeing engineering, design, construction, or similiar functions. 
  • Strong understanding of gas distribution systems, pipeline operations, and construction best practices. 
  • Proficiency in managing large-scale construction projects, with a focus on safety, quality, and cost control. 
  • Excellent leadership, problem-solving, and strategic planning skills.
  • Familiarity with regulatory compliance, industry standards, and technological advancements in the gas utility sector.
  • Strong communication, negotiation, and stakeholder management 

 

 

WHAT WILL GIVE YOU A COMPETITIVE EDGE? 

  • Master’s degree in Business or related field.
  • Professional Engineers License
  • 15 years of progressive experience in gas distribution or utility operations. Experience in project management, regulatory compliance, and continuous improvement methodologies.

 

 

WORKING CONDITIONS

  • Office-based with frequent visits to project sites and gas distribution system locations.
  • No special physical requirements, though field visits may involve exposure to typical construction site conditions.

 

 

EMERGENCY RESPONSE REQUIREMENTS
TECO Energy and its companies serve a role in providing critical services to our community during an emergency. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our TECO Energy customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.
