As the Distribution Manager , you will supervise the operation and maintenance of a municipal utility distribution system (potable water distribution) to ensure that management and employees are working within the scope of all federal, state, and local regulations. Will oversee to ensure all contract deliverables are being met in accordance with Key Performance Indicators (KPI). Will interact with the client as needed to fulfill their needsresolve any concerns and ensure scope of work is being executed correctly. Will develop employees and department staff as needed to meet or exceed requirements of project. Will oversee all ordering and planning functions of project needs. This position is directly responsible for compliant execution of all distribution system related work and overall performance of the Distribution department.

Essential Duties & Responsibilities:

  • Ensures timely response and triage of distribution events on a daily basis
  • Interacts with Customer Service team to effectively communicate status of events and closure of associated work orders
  • Diagnoses operating problems and directs effective corrective procedures.
  • Assist with program development and implementation of new programs for quality control, cross connection, flushing program, Fire Hydrant maintenance program.
  • Inspects distribution system to determine efficiency of operations, cleanliness, and maintenance activities.
  • Works with contractors and vendors to procure goods and services as best possible pricing and ensures they work within industry standards as well as follows the Clients’ specifications and standards.
  • Determines remedial action in emergencies of distribution and utility lines and effectively and efficiently communicates the information to the client by all forms of communication.
  • Directs, assigns, and trains employees in various functions pertaining to but not limited to distribution system operation, isolation and repair.
  • Performs evaluations of employees assigned under manager.
  • Assists Project Director and site safety officer in conducting ongoing safety program, Develops a strong culture around safety and compliance and trains staff routinely in these aspects.
  • Prepares work schedules subject to approval of Project Director.
  • Oversees that required federal, state, and local reports are properly completed and sent to appropriate agencies.
  • Oversees that recordkeeping procedures are being completed and maintained for leaks, main breaks, all hydrant related functions, pending work, safety, and compliance.
  • Must have understaning of how to read utility drawings, maps and GIS.
  • Monitors after-hours calls from call center and coordinate crew.
  • Manages the rotating on-call schedule.
  • Ensures that workorders are completed in a timely manner.
  • Periodic field verification of work completed to ensure quality meets requirements
  • Leads by example and drives culture of continual improvement and service excellence
  • Performs other duties as required by Operations Manager

Here's what you'll need

  • Should possess a valid state license in Distribution
  • 8-10 years of experience in the construction, maintenance and operation of distribution and collections systems.
  • Possess a valid Commercial Driver’s License with no major infractions
  • Must have knowledge and understanding of Collections and Distribution systems.
  • Must be able to operate and diagnosis equipment and machinery typically used in the utility sector.
  • Experience with planning, scheduling and inventory control
  • Experience developing and working within an approved budget. Specifically tracking costs, adjusting activities to stay on budget, and optimizing labor and materials.
  • Knowledge of safe work practices, supervisory training, principles of budget preparation and expenditure control and federal and state laws as they pertain to the water/wastewater industry.
  • Knowledge of principles of budget preparation and expenditure control.
  • Demonstrated ability to engage and motivate teams and to respond to emergency situations.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
  • Basic mechanical knowledge involved in working on pump motors, controls or other equipment such as high velocity hydro cleaning equipment, power rodding, or other equipment used in removing debris from sewer pipe, and related equipment including line cleaning, TV inspection, and vactor truck operation.
  • Good organization skills, calm under pressure, commitment to service excellence

Ideally, here’s what you will also have:

  • Class A Commercial Driver's license
  • High school diploma or GED
  • Operator certification at the highest level appropriate for the size and complexity of the system as required by State regulations

Posted Salary Range: Minimum

75,000.00

Posted Salary Range: Upper

85,000.00

The base salary range for this position is $75,000.00 to $85,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
