Senior Project Manager
The Senior Project Manager will support state ‑ level public health and federal grant initiatives, working in partnership with government entities, healthcare organizations, and community stakeholders to design, implement, and manage complex federally funded programs. This role focuses on program administration and compliance for large ‑ scale public health and rural health initiatives under 2 CFR 200, including pre ‑ award, post ‑ award, financial oversight, subrecipient monitoring, and performance management. The Senior Project Manager will apply deep experience in public health program delivery, federal grants management, and statewide health system initiatives to ensure compliant, efficient, and impactful execution of program goals. This is a remote position; however, candidates must reside in Florida and be available for in ‑ state travel as required by the client. This is a contingent hire, pending contract award. Additional travel may be required, up to 50%, should other project needs arise. Job Duties and Responsibilities include:
- Managing project scope, schedule, budget, and resources to meet contractual and programmatic requirements for statewide public health initiatives.
- Leading the implementation of federal and state health programs in compliance with 2 CFR 200, including Uniform Guidance requirements for financial management, procurement, reporting, and audit readiness.
- Overseeing program operations, including application processes, technical assistance, monitoring activities, performance tracking, and risk mitigation strategies.
- Managing multidisciplinary project teams and subcontractors, which may include public health specialists, epidemiologists, financial analysts, program evaluators, and community engagement professionals.
- Developing policies, standard operating procedures, workflows, and quality assurance systems that promote compliance, efficiency, and consistent service delivery.
- Coordinating with finance and project control teams to ensure accurate financial tracking, forecasting, and invoicing consistent with federal cost principles.
- Supporting subrecipient monitoring through risk assessments, ongoing evaluation, corrective action planning, and capacity ‑ building activities.
- Preparing accurate and timely required reports, including performance reports, financial reporting, and data submissions to state and federal agencies.
- Engaging with state partners, healthcare entities, and community stakeholders through structured communication, public meetings, and outreach activities.
- Contributing to business development through proposal support, technical writing, and subject ‑ matter expert input.
- Mentoring junior staff and fostering professional growth within the project team.
- Demonstrated expertise in managing complex, multi ‑ year federal grant programs subject to 2 CFR 200, including cost principles, procurement standards, audit requirements, and subrecipient management.
- Strong public health knowledge, including familiarity with health system transformation, community health initiatives, public health infrastructure, and health equity strategies.
- Exceptional project management abilities with proven success leading large, multi ‑ stakeholder programs.
- Excellent written and verbal communication skills, especially in government, healthcare, and cross ‑ sector environments.
- Strong analytical, organizational, and problem ‑ solving skills with the ability to manage multiple workstreams and meet deadlines.
- Ability to manage client expectations, maintain strong stakeholder relationships, and drive high ‑ quality program outcomes.
- Strong time management and ability to work independently in a remote environment.
- Experience with performance measurement, data reporting, and continuous quality improvement methodologies.
- Bachelor’s Degree in public health, health administration, public policy, emergency management, business, or a related field required.
- Master’s Degree in Public Health (MPH), Health Administration (MHA), Public Administration (MPA), or a related discipline preferred.
- Minimum 10 years of experience managing federal or state public health programs, rural health initiatives, or other large ‑ scale federally funded programs.
- Minimum 5 years of project management experience, including supervising teams and managing budgets, deliverables, and client relationships.
- Experience with statewide health systems, rural health transformation, community health programming, or public health emergency preparedness highly preferred.
- Experience working with state, local, and/or federal government agencies required.
- Project Management Professional (PMP) certification is a plus.
