The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This position serves as the All-Hazards Planner for the Planning Section. As the All-Hazards Planner for the Planning Section, this role is responsible for coordinating statewide planning initiatives. This involves facilitating collaboration among state agencies, regional bodies, local governments, private sector partners, and non-governmental organizations to ensure integrated and comprehensive emergency management planning. Duties include, but are not limited to:

  • Prepare, maintain, and submit annually the State’s Threat Hazard Identification and Risk Assessment (THIRA) Report and the Stakeholder Preparedness Report (SPR) meeting the requirements for the National Risk and Capability Assessment (NRCA) Program.
  • Manage grants and planning efforts acquired through the Regional Catastrophic Preparedness Grant Program (RCPGP) and other grant programs as awarded.
  • Serve as a subject matter expert and resource for state agencies and local jurisdictions seeking guidance on emergency planning best practices, federal and state planning requirements, and innovative planning approaches.
  • Assist with planning initiatives related to emergency response to include: hazard-specific planning, regional evacuation studies, evacuation liaison team projects, and logistics and sheltering planning.
  • Assist with planning initiatives sponsored by federal partners to include technical assistance from the Federal Emergency Management Agency (FEMA).
  • Assist in the development of disaster preparedness project initiatives and maintain any related reports as required.
  • Participate as a member of SERT during SEOC activations or other disaster related duties.

In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including nights, weekends, and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice.

Knowledge, Skills, and Abilities:

  • Knowledge of state, local, and federal responsibilities during disasters and the roles of the SEOC.
  • Knowledge of basic planning processes.
  • Ability to work irregular hours, to work more than eight hours per day, to work extended periods (including nights, weekends, and holidays),
  • Ability to communicate effectively with others verbally and in writing.
  • Demonstrated ability to exercise good judgement in emergency/critical situations and ability to make decisions quickly.
  • Ability to provide technical assistance to local and state partners.
  • Ability to adapt and adjust to changing mission requirements with little notice.
  • Experience using Microsoft Office Suite (Excel, Word, Outlook), and the ability to learn and navigate FDEM enterprise business systems.

Minimum Qualifications:

  • A minimum of four years’ experience in emergency planning, grant management, emergency management, or a similar field; or a post-secondary degree from an accredited institution in a similar field may substitute for the required experience on a year-for-year basis.
  • Experience using Microsoft Office Suite (Excel, Word, Outlook), and the ability to learn and navigate FDEM enterprise business systems.
