The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This is a professional position located in the Bureau of Response’s Strategic Planning Unit. This position provides critical support to agency strategic planning initiatives and state emergency response team planning efforts. The incumbent will assist in developing, implementing, and maintaining strategic plans while supporting emergency preparedness and response coordination activities.

The duties and responsibilities for this position include, but are not limited to, the following:

  • Assist in the development and revision of agency strategic plans, operational plans, and policy documents.
  • Conduct research and data analysis to support strategic planning initiatives and decision-making processes.
  • Prepare briefing materials, presentations, and reports for leadership and stakeholder meetings.
  • Maintain strategic planning databases, tracking systems, and performance metrics.
  • Support the coordination of strategic planning meetings, workshops, and stakeholder engagement sessions.
  • Monitor and evaluate progress on strategic objectives and key performance indicators.
  • Assist in preparing annual reports and strategic plan updates.
  • Develop and update emergency response policies, procedures, and guidance documents.
  • Coordinate with internal and external stakeholders to gather information and ensure alignment with strategic goals.
  • Participate in emergency response conferences, trainings, workshops, exercises, and after-action reviews.
  • Support the Planning Section during an activation of the State Emergency Operations Center.
  • Perform other duties as assigned by Bureau or Executive Leadership.

Knowledge, Skills, and Abilities:

  • General knowledge of emergency management principles and the disaster management cycle.
  • An understanding of data analysis techniques and performance measurement concepts.
  • Knowledge of federal, state, and local emergency management frameworks (NIMS, ICS, etc.).
  • Familiarity with strategic planning concepts, methodologies, and best practices.
  • Knowledge of technical writing and review, government documentation standards, formatting requirements, and style guides.
  • Capability to represent the Strategic Planning Unit professionally in written communication, meetings and conferences.
  • Ability to synthesize information from multiple sources and stakeholders into coherent planning products.
  • Attention to detail for document review, editing, and quality control.
  • Knowledge of Microsoft Office programs (MS Word, MS Excel, MS PowerPoint, etc.).
  • Availability to work more than 10 hours per day, including weekends, and be deployed in support of disaster response for up to 14 days, if needed.

Minimum Qualifications:

  • A minimum of two years’ experience in planning or policy development and implementation.
  • Experience with data analysis, research, or project support activities.
