The Work You Will Do:

PROF ENG III-SPECIAL PROJECTS ENGINEER

This position supports many facets of Transportation Development, including the management of General Engineering Consultant contracts, Court Engineering support for Eminent Domain proceedings, Value Engineering and Cost Schedule Risk Analysis for major projects, and other engineering duties and special tasks as assigned by the Director of Transportation Development.

Your Specific Responsibilities:

Analyzes, evaluates, and interprets the general engineering consultant (GEC) contract which includes processing the work authorizations, paying invoices, and accomplishing the specialized solutions as well as providing technical reviews on design and plan documents. Oversees the work of consultants which includes directing, reviewing and approving completed work activities. Monitors daily activities of GEC personnel to coincide with evolving and/or unforeseen department projects. Oversees and/or signs and seals plans, reports and other documents as required.

Serves as a primary engineering expert witness for the district at condemnation proceedings. Testifies under oath as a Professional Engineer on technical matters for district projects. Attends meetings requested by district Eminent Domain counsel or district Right-of-Way personnel. Responsible for the coordination and gathering of all background information necessary to support condemnation proceedings. Works with district personnel to develop appropriate graphic displays to support legal proceedings.

Oversees the production of the request for proposal (RFP) for the district's Design Build program. Coordinates RFP requirements and project commitments with the design consultant and project manager. Participates in the design build procurement as a member of the Technical Review Committee (TRC) and as a member of the Technical Advisory Group (TAG).

Manages the Value Engineering (VE) Program within all phases of project development, plans production and construction. Monitors VE activities and reports program status to senior management and the State Value Engineering office. Schedules and executes VE studies for specific projects which includes selection of team leaders and team members for required disciplines. Coordinates presentations of recommendations to the District Secretary as well as coordinating the review, approval and implementation of recommendations.

Ensures compliance with the errors and omissions procedure. Tracks and reports all errors and omissions for the district. Coordinates all activities between construction and production in the errors and omissions process. Collects and transmits all funds that are recoverable by the department to ensure all monies are reimbursed back to the district.

Coordinates Cost Saving Initiative (CSI) proposals during the construction phase of projects which includes the review of contractor proposals with design disciplines. Works with resident engineers and contractors to promote CSI proposals. Attends pre-construction and mandatory CSI meetings and Scope of Services meetings.

Oversees the District Cost Risk Program. Conducts cost risk analysis on all eligible projects for the district. Ensures all risk-based analyses are updates and coordinated with the District Estimates Office.

Oversees the design of review of the Community Aesthetic Features applications.

Conducts Independent studies as directed by the Program Management Administrator.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

  • Requirements for developing a consultant design contract.
  • Professional services practices and procedures, including authorizations, invoicing, amendments.
  • Principles of value engineering.
  • Transportation planning and design.
  • Department procedures and guidelines of scheduling.
  • Concepts, terminology, principles, and analytical techniques of an engineering consultant area.
  • Department of Transportation Eminent Domain procedures as they relate to the necessity to acquire private property.

Skills in:

  • The use of Microsoft Applications.
  • The use of computer aided drafting design and geographic information systems.

Ability to:

  • Assimilate facts and present accurate oral reports before judicial bodies.
  • Present effective factual oral presentations based on independent research.
  • Direct the work of others.
  • Communicate engineering information effectively verbally and in writing.
  • Solve problems relating to engineering.

Licensure/Registration/Certification Requirements:

  • Registered as a professional engineer in accordance with Chapter 471 of Florida Statutes.

Minimum Qualifications:

  • Registration as a Professional Engineer in accordance with Florida Statute 471 and two years of post-registration experience.
