This position works in West Palm Beach as a State VR Counselor Analyst

Minimum Requirements:

Establish and maintain education and experience requirements, to ensure that the personnel have a 21st century understanding of the evolving labor force and the needs of individuals with disabilities.

Bachelor’s Degree

Attainment of a Bachelor’s degree from an accredited college or university in a field of study reasonably related to vocational rehabilitation, to indicate a level of competency and skill demonstrating basic preparation in a field of study such as:

  • vocational rehabilitation counseling
  • psychology
  • disability studies
  • business administration
  • human resources
  • special education
  • supported employment
  • customized employment
  • economics
  • another field that reasonable prepares individuals to work with consumers and employers

Years of Experience

For each year of work experience required in the qualifications, an applicant shall have 12 months of full-time work experience to receive credit for an entire year.

Bachelor’s degree plus not less than 3 years of paid or unpaid experience consisting of:

  • direct work with individuals with disabilities in a setting such as an independent living center
  • direct service for advocacy activities that provide such individual with experience and skills in working with individuals with disabilities
  • direct experience as an employer
  • direct experience as a small business owner or operator
  • direct experience in self employment
  • experience in human resources
  • experience in recruitment
  • experience in supervising employees
  • experience in training
  • experience in other activities that provide experience in competitive integrated employment environments

Advanced Degree

Attainment of a Master’s or Doctoral degree from an accredited college or university in a field of study such as:

  • public administration
  • another field that reasonably provides confidence in:
    • the employment sector
    • in a disability field
    • or in both business-related and rehabilitation-related fields

Years of Experience

Job Description:

This position is responsible for providing independent, professional vocational rehabilitation consultation to private providers for the provision and coordination of complex services in order that individuals with diverse disabilities may attain or maintain employment. Develops resources and implements special projects to expedite and expand services.

Provides consultation and serves as a liaison with private providers in providing counseling, job placement opportunities, guidance and career planning for individual with diverse disabilities who require complex rehabilitation strategies. Facilitates and evaluates casework to ensure that private providers work with eligible individuals in the public/private partnership to attain quality employment outcomes. Evaluates and ensures that individuals are permitted to exercise informed choice throughout the rehabilitation process.

Provides information and suggested revisions impacting service delivery policy.

Ensures the accuracy of case work completed by the private provider. Completes eligibility determinations. Reviews, approves and signs Individualized Plan for Employment, designated reviews and case closures made by private providers.

Monitors to assure the appropriate use of available resources. Responsible for approving and providing signature authority on all client services authorizations prepared by the private provider. Manages resources and/or provides technical assistance for financial accountability in accordance with state and federal regulations and policies.

Accesses and updates automated client information, maintains records, produces correspondence and performs other automated functions within the scope of the position's responsibilities.

Provides technical assistance to private providers’ associates to enhance the understanding of policies and procedures in the vocational rehabilitation process. Recommends training experiences to enhance professional competencies and practices.

Prepares reports regarding quantity, quality and timeliness of services based on case reviews and automated client information.

Performs related duties as required.
